Mitigation Improvements.
History:
In 2007, the City adopted Resolution No. 4196 and entered into an agreement with Gates, Gates, and
Gates, owners of the Mohawk Plastics Co. This agreement required the Gates family to construct a
portion of the City's A Street NW Extension in exchange for the City completing the wetland permitting
and mitigation for the wetland fill on the Gates property. °
The City applied for state and federal wetland permits in early 2008 and received approval of the
Department of Ecology water quality certification on March 23, 2009 and the Army Corps of Engineers
404 permit on May 7, 2009.
Summary:
The purpose of this project is to construct compensatory wetland mitigation as required by the Gates
agreement.
This project will construct 2.2 acres of wetland creation and 0.4 acre of wetland enhancement. The
project includes the excavation, grading, planting, signing and fencing of the wetland mitigation area.
Advertisement for bids is scheduled to occur in August 2009, with construction anticipated to occur
between October 2009 and December 2009.
A budget adjustment of $430,000 will be required this year to fund the project. The mid-year Budget
Adjustment is anticipated to include a project increase of $430,000.
Once construction is complete, the permitting conditions require the City to monitor the wetland for a
period of 10 years to ensure establishment.
