CIVIL SERVICE COMMISSION MEETING
MEETING MINUTES OF August 12, 2003
The regularly scheduled meeting of the Civil Service Commission was held August 12, 2003,
in Conference Room #2. The members in attendance were as follows:
MEMBERS PRESENT: Dick Kammeyer, Chairman; Cyril Van Selus, Member; Yvonne
Yaskus, Secretary/Chief Examiner
STAFF PRESENT: Police Chief Jim Kelly; Assistant Fire Chief Russ Vandver
Chairman Kammeyer called the meeting to order at 3:35 p.m.
ACTION:
Approval of Minutes of July 8th, 2003 Civil Service meeting
The minutes were accepted as recorded.
COMMISSION
No new business.
FIRE DEPARTMENT
The Entry Level Firefighter eligibility list has been finalized, after forty-one candidates
competed in the Oral Boards on July 22, 23 and 24, 2003. There are twenty-six candidates on
the list, which is effective through August 11, 2004.
The Commission inquired as to the cost of distributing 500 applications, and the resulting
possibility and impact of testing 500 individuals, versus the number of positions that are likely
to become available in the next two years. The Civil Service Examiner will prepare a cost
estimate of the process of entry level testing, which will be made available at the next regular
Civil Service meeting.
The Assistant Fire Chief spoke of an alternative to the traditional method of testing; several
surrounding cities are conducting joint testing efforts. This is thought to be cost-effective, and
although this is something relatively new, so far there have been few negative consequences to
the agencies participating.

POLICE DEPARTMENT
A discussion on the extension of the Assistant Police Chief eligibility lists ensued. The
current list expires on August 23, 2003, and a one-year extension is requested. A motion was
made to extend the list to August 24, 2004.

The motion was made and carried.
With no further business, the meeting was adjourned at 3:44 p.m.
