CIVIL SERVICE COMMISSION MEETING
Meeting Minutes of April 13, 2004
The regularly scheduled meeting of the Civil Service Commission was held ..,A.~?' 13,
2004, in the Resource 2 conference room located on the second floor of
Hall, 25 West Main Street, Auburn, WA. The following members were in attendance:
MEMBERS PRESENT: Dick Kammeyer, Chairman; Cydl Van Selus, Member;
Solberg, Secretary/Chief Examiner.
STAFF PRESENT: Police Chief Jim Kelly; Interim Assistant Fire Chief Mike Gerber;
Associate City Attorney, Joe Beck
GUESTS: none
Chairman Kammeyer called the meeting to order at 3:35 p.m.
ACTION:
Approval of March 9, 2004 Civil Service meeting minutes.
Minutes were accepted as written.
COMMISSION
Charles Booth absent.
Chairman Kammeyer stated that Charles Booth has accepted a position supporting
local cities and counties, and will be working from Tukwila for an extended period of
time; therefore he may be absent for a few meetings.
POLICE DEPARTMENT
Chairman Kammeyer asked if we anticipate hiring any of the lateral Police Officer
candidates. Chief Kelly responded by stating we have no current openings but
anticipate possibly losing a few to Lakewood. He stated that we know a few are in the
testing process with Lakewood. Reasons why Officers may choose to leave include
compensation (not paying into social security); positions in Lakewood will be permanent
positions (even the speciality positions); and geographic reasons. We have not been
notified of any Police Officers of rank who are currently looking at Lakewood.
FIRE DEPARTMENT
Interim Assistant Fire Chief Gerber discussed the progress on planning the Fire
Captains test scheduled for May 10th and 11th, 2004 at Grace Community Church. He
stated we expect somewhere between 14 and 20 participants in the exam process.

Closing date for candidates to apply to participate in the testing is Friday, April 23,
2004.
We will have an accurate assessment of testing results by May 1 l~h and after the five-
day waiting period will be able to present the list to the Civil Service Commission.
Review of Civil Service job descriptions: the Fire Captain job description has been
reviewed by the Commission, and by legal, and has been accepted and approved;
review of the Firefighterjob description was put on hold until the next meeting.
Interim Assistant Fire Chief Gerber gave an update on the L&I inspection for the Fire
Department. He stated that we were cited for some potential violations. L&I conducted
a comprehensive investigation evaluation and reviewed their findings .with the Fire
Department last week with a closing conference. We received one citation out of seven
allegations. The citation was minor, however classified as serious because the
potential of the citation carried to the fullest extreme could have caused harm to an
employee. The citation was for failing to use a SCDA in a condition where smoke was
locked in because of wind conditions. Action has been taken in the areas of training
and an emphasis on the use of SCDA as a result of the citation. He also stated that he
believes the City is going to appeal the $300 fine and the violation.
