Lewis, Mayor 25 West Main Street * Auburn WA 98001-4998 * www.cl.auburn.wa.us * 253-931-3000 CIVIL SERVICE COMMISSION MEETING Meeting Minutes of June 8, 2004 The regularly scheduled meeting of the Civil Service Commission was held June 8, 2004, in the Resource 2 conference room located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, WA. The following members were in attendance. MEMBERS PRESENT: Dick Kammeyer, Chairman; Cyril Van Selus , Member; Gail Solberg, Secretary/Chief Examiner STAFF PRESENT: Police Chief Jim Kelly; Interim Fire Chief Russ Vandver; Associate City Attorney, Joe Beck GUESTS: none Chairman Kammeyer called the meeting to order at 3:30 p.m. ACTION: Approval of May 11, 2004 Civil Service meeting minutes. Minutes were accepted as written. COMMISSION POLICE DEPARTMENT Conducted 21 oral interviews for entry-level Police candidates; 10 candidates passed the oral interview process. We have made conditional offers to the top 5 candidates who are continuing through the testing process. Chief Kelly stated this is the last group of our initial entry-level list and many are not passing the background investigation. Chief Kelly stated that we are working on a process to pre-screen candidates during the initial application phase to help identify the top candidates prior to conducting background investigations. We will be working on the process details in the next few months. Cyril Van Selus asked what happened to the two candidates who appealed to the Commission; Dick Kammeyer stated they did not pursue their appeal any further. We have 5 lateral police candidates, 1 is moving forward with the testing process and expected to complete all testing next week. Chief Kelly stated we have 1 opening; Officer Jeff Carroll resigned last week and has been hired by the City of Lakewood. Sergeant, Commander, and Assistant Chief lists are all approaching the re-testing dates (all expire in August). We will start the process for replacing the eligibility lists this month. Chief Kelly estimates approximately 20 candidates for the Sergeants test. AUBURN * MORE THAN YOU IMAGINED ·.- . . '\ FIRE DEPARTMENT Gail Solberg gave an update of the Fire Captain's test results on May 10th and 11 th. A total of 15 candidates tested with 13 candidates passing. The new list has been posted. Chief Vandver stated that we received very positive comments from the Assessors about the quality of candidates and the pröcess flow. The Assessors were all out of town except for Police Commander Miller and Pat Bailey from the hospital. There were no grievances filed. Chief Vandver presented the updated job description for Fire Fighter. Dick Kammeyer requested we wait until the next meeting to take action on reviewing the Fire Fighter job description since one Commission member is absent. Chief Vandver stated that we will be utilizing the new Captain's list in the near future to promote a Fire Fighter to Captain. Doug Darmody is currently on the top of the list. APPEALS: None.
