CIVIL SERVICE COMMISSION MEETING
Meeting Minutes of August 10, 2004
The regularly scheduled meeting of the Civil Service Commission was held August 10,
2004, in the Council Chambers conference room located on the first floor of Auburn City
Hall, 25 West Main Street, Auburn, WA. The following members were in attendance.
MEMBERS PRESENT: Dick Kammeyer, Chairman; Chuck Booth, Member; Cyril Van
Selus, Member; Gail Solberg, Secretary/Chief Examiner
STAFF PRESENT: Police Chief Jim Kelly; Interim Assistant Fire Chief Mike Gerber;
HR Director, Brenda Heineman
GUESTS: none
Chairman Kammeyer called the meeting to order at 3:30 p.m.
ACTION:
Approval of July 13, 2004 Civil Service meeting minutes.
Minutes were accepted as written.
COMMISSION
Chairman Kammeyer stated that Firefighter Rudy Peden's son was killed in a
motorcycle accident. He requested that Gail send a sympathy card on behalf of the
Commission.
POLICE DEPARTMENT
Jim Kelly brought up the issue of the expiration of lists. He stated that the Civil Service
rules state that no list shall exceed two years. Dick Kammeyer stated that if we are in
the process of testing for a new list, the original list will stay in effect until the new list is
established. At this point, we do not have an opening for a Sergeant and do not
anticipate an opening until the new list is established in September.
Brenda Heineman asked Gail to contact Mr. Dejullio (legal consultant on Civil Service)
for clarification on the extension of promotional lists beyond two years.
Gail gave an update on the Sergeants test: testing scheduled for September 16th and
1 ih; the announcement has been posted; the letter requesting Assessors has been
sent out and so far four cities have committed to provide an Assessor; Commanders
are preparing the testing elements and will have them complete by the end of this
month.
Jim Kelly stated that we're looking at one final candidate for our lateral Police position.
We hope to have the testing results and conduct a final Chief's interview by next week.
AUBURN MORE THAN YOU IMAGINED
With entry-level police officers we have candidates currently going through the testing
process, however we have not advanced them through the process as quickly since our
focus has been to hire lateral candidates. Our current entry-level Police candidate list
expires in December, 2004 therefore we will look at planning for a new test in the fall.
FIRE DEPARTMENT
Mike Gerber reviewed the updated Assistant Fire Chief job description. Union
members have been notified of the amendments and have no objections. It was
moved, and seconded, to adopt the updated job description.
We currently have two Firefighter job openings, and potentially a third. We've brought
five candidates in over the last month to go through the interview and testing process.
Out of the five we were only able to fill one position. We have added four more
candidates to the interview process. We have three spots reserved for the fire
academy in September. After adding the four candidates we still have approximately
10 left on the list.
Brenda Heineman stated that our goal is to fill the three spots, and we believe we will
be able to accomplish that, however we have very high standards for our candidates
and will not compromise those standards in trying to fill a position.

There being no further business to come before the Commission, the meeting
adjourned at 3:50 p.m.
