CIVIL SERVICE COMMISSION MEETING
Meeting Minutes of September 14, 2004
The regularly scheduled meeting of the Civil Service Commission was held September
14, 2004, in Resource Room #2 located on the second floor of Auburn City Hall, 25
West Main Street, Auburn, WA. The following members were in attendance.
MEMBERS PRESENT: Dick Kammeyer, Chairman; Chuck Booth, Member; Cyril Van
Selus, Member; Gail Solberg, Secretary/Chief Examiner
STAFF PRESENT: Police Chief Jim Kelly; Fire Chief Russ Vandver; Joe Beck,
Assistant City Attorney
GUESTS: none
Chairman Kammeyer called the meeting to order at 3:30 p.m.
ACTION:
Approval of August 10, 2004 Civil Service meeting minutes.
Minutes were accepted as written.
COMMISSION
Chairman Kammeyer stated we have two letters, one from Paul Richards and one from
T.J. Bloomingdale, requesting an appeal for being removed from the Fire eligibility list.
Joe Beck stated we can hear them both in next month's Civil Service meeting in
September.
POLICE DEPARTMENT
The Sergeants test is scheduled for September 16th. We have 5 candidates testing
with 9 outside assessors participating. Once the 5-day waiting period is complete we
will post the final results.
We have 1 Lateral Police candidate in the testing process. We are continuing to
advertise for Lateral candidates. Two entry-level Police candidates are in the testing
process.
Chief Kelly stated there was a press release today that the crime stats are down in
Auburn. In 2003 Auburn moved out of the top 3 for King County. In a statewide
comparison Auburn moved from 14th to 26th. The change is attributed to collaborative
efforts from all City departments in Auburn as well as new strategies and programs
within the Police department. Chairman Kammeyer complemented Chief Kelly on their
successes. Cyril Van Selus asked if there was a monthly report that summarizes stats
in the Police department. Chief Kelly stated that the press has daily access to the stats
within the department. Chief Kelly also stated that the City is very proud of the press
release and will be sharing the information as appropriate.
AUBURN * MORE THAN YOU IMAGINED
Cyril Van Selus asked if it costs more to provide intervention then to incarcerate. Chief
Kelly stated that with the length of sentences imposed on criminals it can be more
expensive to incarcerate. He said the in-treatment program is a 30-day program (for
those who participate) which can be less time and money than incarceration. There is a
67% success rate in Auburn with the in-treatment program.
FIRE DEPARTMENT
The Assistant Chief fire exam is scheduled for September 30th. The announcement
was posted for 30 days. We have 3 candidates and 3 outside assessors (Lakewood
Fire Chief Paul Webb, Pat Bailey Auburn Hospital, Police Chief Jim Kelly). We are
currently developing the test element.
Chief Vandver stated we've hired 2 new recruits who will start the 9-week Fire Academy
next week.

There being no further business to come before the Commission, the meeting
adjourned at 3:55 p.m.
