Lewis, Mayor 25 West Main Street * Aubum WA 98001-4998 * www.ci.aubum.wa.us * 253-931-3000 CIVIL SERVICE COMMISSION MEETING Meeting Minutes of November 9, 2004 The regularly scheduled meeting of the Civil Service Commission was held November 9, 2004, in the Council Conference Room located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA. The following members were in attendance. MEMBERS PRESENT: Dick Kammeyer, Chairman; Chuck Booth, Member; Gail Solberg, Secretary/Chief Examiner STAFF PRESENT: Police Chief Jim Kelly; Fire Chief Russ Vandver; Joe Beck, Assistant City Attorney GUESTS: none ACTION: Chairman Kammeyer called the meeting to order at 3:30 p.m. Approval of October 12, 2004 Civil Service meeting minutes. Minutes were accepted as written. COMMISSION POLICE DEPARTMENT Gail reported that the entry-level Police exam was held on Saturday, October 23rd. We had 126 candidates take the test and the top 40 (plus ties) are being scheduled for oral boards (for a total of 48 interviews). Oral boards are scheduled for November 30, December 1, and December 2. Oral boards will include Commander Will Lathrop and two additional Officers. The Commander test scheduled for December 9th and 10th has been cancelled. If there is a need for a Commander prior to an eligibility list being established, the provisional rule in the Civil Service rules will be utilized. Chief Kelly recommended that for both the Commander and Assistant Police Chief positions we do not establish a list until there is an actual need for the position. Booth made a motion to cancel both the Commander and Assistant Police Chief exams. Kammeyer seconded. Chief Kelly stated we currently have three Commissioned Officer positions open. Kyle Bear will take one position; he is being reassigned from the Court to a patrol position. Police Specialist Jamie Heslin has accepted an entry-level position with a tentative Police Academy date of January 12th, 2005. We are still testing for the third open position with two laterals in the background stage. One lateral is from California and one has been out of a Commissioned Officer position for over two years, therefore both would need to attend the equivalency Academy (equivalency Academy is less than two weeks). AUBURN * MORE THAN YOU IMAGINED Other reassignments include Officer McClane, King County/Family Housing Officer (grant funded position) will be reassigned to Patrol; and the two downtown bike Officers will be reassigned to Patrol. Police and Court will be moving the weekend of the 10th to the new Justice Center. FIRE DEPARTMENT Chief Vandver reported that Special Projects Officer Randy Sheldon resigned and has taken a position with the Pierce County Fire Department. The Special Projects Officer position will go back to a suppression position. Currently we have two openings for Firefighter positions with offers extended to entry-level candidates. One candidate is with the public education division of the Kent Fire Department and the other candidate has no fire experience. We have two spots reserved in the January 5th Fire Academy. The two recruits currentl~ in the Fire Academy, Reed Astley and Troy Kilcup, will be graduating November 19t. Reed is #2 academically and Troy is #3 academically; Troy has also been chosen as the class president. We expect both candidates to be fully trained by April 2005.
