CIVIL SERVICE COMMISSION MEETING
Meeting Minutes of December 14,2004
The regularly scheduled meeting of the Civil Service Commission was held December
14, 2004, in Resource Room #2 located on the second floor of Auburn City Hall, 25
West Main Street, Auburn, WA. The following members were in attendance.
MEMBERS PRESENT: Dick Kammeyer, Chairman; Chuck Booth, Member; Cyril Van
Selus, Member; Gail Solberg, Secretary/Chief Examiner
STAFF PRESENT: Police Chief Jim Kelly; Fire Chief Russ Vandver
GUESTS: none
ACTION:
Chairman Kammeyer called the meeting to order at 3:30 p.m.
Approval of November 9, 2004 Civil Service meeting minutes:
Police Chief Kelly stated in the November meeting minutes it states there are three
Commissioned Police Officer openings with Officer Kyle Bear taking one position.
However, that is not correct, Officer Bear is being reassigned from Court Security to
Patrol, he is not taking one of the three open positions.
Minutes were accepted as written with the exception from Chief Kelly.
COMMISSION
POLICE DEPARTMENT
The second stage of the Entry-Level Police testing was conducted on November 30th,
December 1st, and December 2nd. We had an oral board consisting of a Commander,
Sergeant, and Officer. We had 45 candidates with 27 passing the oral board. The 27
passing candidates establish our new Entry-Level Police list. The next step in the
process will be to extend conditional offers to the top candidates.
Lateral Police interviews were conducted on December 14th with two out of three
candidates passing the oral board.
Chief Kelly stated that typically with one opening we look at a mInimum of three
candidates. Therefore with more than one opening we'll want to send out more than
three conditional offers. The reason for sending out multiple conditional offers is
because there is a low success rate for candidates passing the background.
Chief Kelly and Gail will meet to discuss the appropriate number of conditional offers to
be extended to both Lateral and Entry-Level Police candidates.

Chief Kelly reported that we also have an Entry-Level candidate who is currently a
Police Services Specialist who has been extended an offer as a Police Officer. She will
need to pass the physical test for acceptance in the Academy in January.
FIRE DEPARTMENT
Chief Vandver reported that there were three promotions within the Fire Department
effective December 16, 2004. Interim Assistant Fire Chief Mike Gerber promoted to
Assistant Fire Chief; Captain Parry Boogard promoted to Battalion Chief; Firefighter
Pete Connell promoted to Fire Captain.
We have hired two additional Firefighters who started December 7, 2004. They are
scheduled for the Fire Academy in January which is a nine-week program.

There being no further business to come before the Commission, the meeting
adjourned at 3:45 p.m.
