CIVIL SERVICE COMMISSION MEETING
Meeting Minutes of August 9, 2005
The regularly scheduled meeting of the Civil Service Commission was held August 9,
2005, in Resource Room #2 located on the second floor of Auburn City Hall, 25 West
Main Street, Auburn, WA. The following members were in attendance.
MEMBERS PRESENT: Dick Kammeyer, Chairman; Charles Booth, Member; Gail
Solberg, Secretary/Chief Examiner
STAFF PRESENT: Police Chief Jim Kelly; Assistant Fire Chief Mike Gerber; Assistant
City Attorney Joe Beck
GUESTS: none
ACTION:
Chairman Kammeyer called the meeting to order at 3:30 p.m.
Approval of July 12, 2005 Civil Service meeting minutes.
Minutes were accepted as written.
COMMISSION
POLICE DEPARTMENT
The entry-level police list expires in October of 2005. Chief Kelly requested that it be
extended for another 6 months. Kammeyer motioned to extend the entry list another 6
months, Booth seconded. Motion was approved and carried.
Chief Kelly report the Sergeants list will expire September 19, 2005 and would like to
create a new list. Booth motioned to create a new Sergeants list, Kammeyer seconded.
Motion was approved and carried.
Chief Kelly thanked the Commission for their support on the appeal that was heard last
month.
FIRE DEPARTMENT
Gail Solberg reported that the Fire Chief is researching the Bates Fire Testing
consortium used by surrounding cities in establishing an entry-level fire list. Mike
Gerber reported that it is a joint testing process proctored by Bates and also has the
candidate physical ability test. Gerber stated that we can draw applicants off the list
and bring them into our interview process, in place of conducting our own written
examination. The current entry-level fire list expires August 11, 2005. Gerber stated
that this list has already been extended for two years and that we would like to go

without a list until a decision is made on whether we'll conduct our own entry-level fire
list, or participate in the Bates consortium. Kammeyer stated that we cannot go without
a list, however we can carry over our current list until a new list is established. He also
stated his concerns that because we don't hire very many fire fighters the other
participating cities will get the candidates on the top of the list first. Gerber stated that
one of the benefits is that the list is established on an annual basis; and that the list
would not be exclusive to Auburn, however our current process does not create an
exclusive list either since candidates test with multiple agencies. Gerber stated that
Chief Vandver will have additional information to share by the next Civil Service
meeting.
Kammeyer expressed his concern about going without a list. Solberg stated that
according to the rules, we can go without a list, however we cannot hire without a list.
Joe Beck stated that if we go without a list it would be in our best interest to generate a
list as soon as possible. Kammeyer stated that it is this Commission's policy to limit the
list to two years. Beck then stated that the Commission has the right to amend it's own
policies and that he would research the rules on extension of a list as well as not having
an established list. Kammeyer stated that he wants to make sure we have a list in
place.
Booth motioned we extend the current list pending the development of a new list.
Kammeyer seconded the motion. Motion was accepted and carried.
ADJOURNMENT:
There being no further business to come before the Commission, the meeting
adjourned at 3:50 p.m.
