Lewis, Mayor 25 West Main Street * Auburn WA 98001-4998 * www.auburnwa.gov * 253-931-3000 CIVIL SERVICE COMMISSION MEETING Meeting Minutes of February 14,2006 The regularly scheduled meeting of the Civil Service Commission was held February 14, 2006, in Resource Room #2 located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, WA. The following members were in attendance. MEMBERS PRESENT: Charles Booth, Member; Cyril Van Selus, Member STAFF PRESENT: Chief of Public Safety Jim Kelly; Joe Beck, Assistant City Attorney; Gail Solberg, Civil Service Examiner GUESTS: none ACTION: Member Booth called the meeting to order at 3:30 p.m. Approval of January 10, 2006 Civil Service meeting minutes. Minutes were accepted as written. COMMISSION Gail Solberg reported that we received an appeal from an entry-level Police candidate who is requesting a hearing before the Commission. Chief Kelly reported that we rejected him as viable candidate as a Police Officer based on the information the candidate disclosed on his personal history statement. The Commission discussed whether or not they were required to grant the candidate a hearing. In reviewing the appeal letter from the candidate, the Commission concluded that the candidate was admitting to indiscretions in his background however he is requesting the Commission grant him a hearing. Joe Beck stated that the Civil Service Rules define under what circumstances the Commission is required to grant a hearing request from a candidate. Beck stated he would research the options and report back to the Commission by the next meeting. Booth made the suggestion to table the decision of scheduling a hearing to the candidate until the next meeting giving Beck time to conduct his research. Van Selus agreed. POLICE DEPARTMENT Chief Kelly reported that the police 2 recruits graduated from the Academy; however 1 recruit resigned after 4 days on the street. Chief Kelly reported that after receiving the resignation there was a thorough review of the recruiting process of the candidate, however nothing was identified that would have changed the initial decision to extend the offer. AUBURN * MORE THAN YOU IMAGINED Solberg reported that we had lateral Police oral boards with one candidate who passed; and have another oral board for lateral candidates scheduled next week. Chief Kelly reported that we are working on a new salary structure for lateral candidates, if accepted it will be implemented on February 16, 2006. Solberg reported that we extended 13 conditional offers from our entry-level Police list and have rescinded four conditional offers. FIRE DEPARTMENT Solberg presented an updated job description for the Fire Marshal position with minor changes. She stated we plan on posting for the Fire Marshal exam within the next few weeks and, if accepted by the Commission, will use the updated job description. VanSelus motioned to accept the changes on the Fire Marshal job description, Booth seconded. Solberg reported that we have extended 5 conditional offers for entry-level Firefighters with 1 position open. Solberg also reported that we will be starting the initial planning of the Fire Captains test within the next month. The current list expires in May, 2006.
