CIVIL SERVICE COMMISSION MEETING
Meeting Minutes of March 21, 2006
The regularly scheduled meeting of the Civil Service Commission was held March 21,
2006, in Resource Room #2 located on the second floor of Auburn City Hall, 25 West
Main Street, Auburn, WA. The following members were in attendance.
MEMBERS PRESENT: Dick Kammeyer, Chairman; Charles Booth, Member; Cyril Van
Selus, Member
STAFF PRESENT: Deputy Police Chief Bob Lee; Deputy Fire Chief Mike Gerber;
Kevin Olson, FD Training; Joe Beck, Assistant City Attorney; Gail Solberg, Civil Service

ACTION:
Chairman Kammeyer called the meeting to order at 3:30 p.m.
Approval of February 14, 2006 Civil Service meeting minutes.
Minutes were accepted as written.
COMMISSION
Kammeyer reported we have received two letters from entry-level police candidates
requesting an appeal hearing in front of the Commission based on their conditional
offers being withdrawn. Kammeyer stated that it's good practice to grant a hearing to
the candidates and give them a chance to state their position. Booth made a motion to
give both a hearing; Van Selus seconded the motion.
POLICE DEPARTMENT
Solberg reported the AC test is scheduled for April 18, 2006. We have two assessors
(Chief Jim Kelly and Finance Director Shelley Coleman). It will be an oral resume
presentation and the announcement is currently posted. The test will be scored on
decision making, judgment, communication, leadership, and technical knowledge.
Solberg reported we currently have nine entry level candidates in the background
investigation process with six positions to fill. After the nine candidates complete the
process, we have exhausted our entry level police list. We have a meeting next week
to determine recruiting strategies for the next entry level written test, scheduled for
June.

Lee reported the Commander list has been valid for one year in April and we would like
to extend the list for an additional year. Booth motioned to extend the list for another
year, Van Selus seconded.
FIRE DEPARTMENT
Gerber reported the Fire Marshal exam is scheduled for April 5, 2006. We have three
candidates participating in the exam and have three outside assessors. We're currently
working on developing the questions and scoring materials.
Solberg reported we have three entry-level firefighter candidates going through the
background investigations. We have two background investigations almost complete
and have extended three additional conditional offers. We currently have two positions
to fill.
Gerber reported that Battalion Chief Dan Bosch is coordinating the Fire Captains test
scheduled for May 23 and 24, 2006. We are in the initial stages of preparing test
materials and contacting outside assessors.
Gerber requested the extension of the Battalion Chief list which will be valid for one
year in May, he requested the list be extended for one additional year. Booth motioned
to extend the BC test for an additional year, Kammeyer seconded.
ADJOURNMENT:
There being no further business to come before the Commission, the meeting
adjourned at 3:50 p.m.
