Lewis, Mayor 25 West Main Street * Auburn WA 98001-4998 * www.auburnwa.gov * 253-931-3000 CIVIL SERVICE COMMISSION MEETING Meeting Minutes of September 12, 2006 The regularly scheduled meeting of the Civil Service Commission was held September 12, 2006, in Resource Room #2 located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, WA. The following members were in attendance. MEMBERS PRESENT: Dick Kammeyer, Chairman; Cyril Van Selus, Member STAFF PRESENT: Chief of Public Safety Jim Kelly; Joe Beck, Assistant City Attorney;.. Assistant Fire Chief Stan Laatsch; and Gail Solberg, Civil Service Examiner ACTION: Chairman Kammeyer called the meeting to order at 3:30 p.m. Approval of August 8, 2006 Civil Service meeting minutes. Minutes were accepted as written. COMMISSION POLICE DEPARTMENT Gail Solberg reported that we are recruiting for entry-level police and have scheduled a written exam for Saturday, October 23, 2006. To date we have received 30 applications to participate in the written exam. The announcement to test for the entry- level police closes September 15, 2006. There was discussion about the decrease in participants for entry-level police over the last year and a half and how the decrease is not only affecting Auburn but surrounding cities and agencies as well. Solberg also reported that we've been recruiting lateral police and we currently are conducting background investigations on two lateral candidates. Chief Kelly reported that the $5,000 hiring bonus has attracted more interest from lateral candidates. Solberg reported that the Sergeants test is scheduled for October 26 and 27,2006. The announcement closes on September 29,2006. FIRE DEPARTMENT Assistant Fire Chief Stan Laatsch reported that we currently have one candidate participating in the Assistant Fire Marshal exam scheduled for October 4, 2006 and anticipate two more candidates to submit their letter to participate before the posting closes on September 15, 2006. He also stated we have three outside assessors and will be doing an oral interview for the exam. Laatsch stated that because the Assistant Fire Marshal position requires, at minimum, one year of experience in the lower grade, the number of candidates who qualify for participating in the exam is limited. There was AUBURN * MORE THAN YOU IMAGINED ! discussion about the possibility of only having one candidate submit their request to participate in the exam; however until the announcement closes on September 15th we will not know exactly how many participants we will have. Solberg stated that it's not uncommon for candidates to wait to submit their letters to participate until the last day of the posting. Chief Kelly brought up the issue of titles in the Fire Marshal division and inquired about the history of the titles for the chain-of-command. Laatsch reported that the titles have not changed since the time he's been with the department (for the last 29 years). APPEALS We received two requests for appeals from entry-level police candidates. Kammeyer and Van Selus agreed to hear the appeals during the next Civil Service meeting scheduled for October 10, 2006.
