Lewis, Mayor WASHINGTON 25 West Main Street * Auburn WA 98001-4998 * www.auburnwa.gov * 253-931-3000 CIVIL SERVICE COMMISSION MEETING Meeting Minutes of January 9, 2007 The regularly scheduled meeting of the Civil Service Commission was held January 9, 2007, in Resource Room #2 located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, WA. The following members were in attendance. MEMBERS PRESENT: Dick Kammeyer, Chairman; Cyril Van Selus, Member; Chuck Booth, Member STAFF PRESENT: Chief of Police Jim Kelly; Deputy Fire Chief Mike Gerber; Assistant City Attorney, Joe Beck; and Gail Solberg, Civil Service Examiner ACTION: Chairman Kammeyer called the meeting to order at 3:30 p.m. Approval of December 12, 2006 Civil Service meeting minutes. Minutes were accepted as written. COMMISSION The Civil Service Chairman elections were held. Chuck Booth nominated Dick Kammeyer as 2007 Chairman, Cyril Van Selus seconded the motion. Motion was approved and carried for Kammeyer to hold the Chairman position for 2007. VRFA (VALLEY REGIONAL FIRE AUTHORITY) Kammeyer opened the meeting announcing that this is the first Civil Service meeting .reporting as the VRFA. Chief Gerber thanked the Commission for serving as the Civil Service Commission for the VRFA. He explained that the VRFA has adopted the Auburn Civil Service rules and will be attending the monthly meetings as the VRFA. Gerber stated the adoption of the rules and current Civil Service system is in compliance with the state statutes. Gerber stated that through the development of the VRFA the City of Pacific requested a special provision to give hiring preference to two individuals on their current list serving as Residents within their organization. Solberg reported that there is an agreement that states two individuals in Pacific are titled Experienced Firefighters and those two, under this agreement, would be given preference in hiring. Therefore, if there is hiring activity in 2007 those two individuals would receive preference in the initial hiring process, however they will still have to pass the entire background investigation and meet the Au$u~ ~ MORE THAN YOU IMAGINED same hiring standards we currently use. Gerber explained that the Pacific fire station will operate in it's current mode (including utilizing volunteers) through 2007 while the VRFA board determines the appropriate changes in operation and structure to put into effect in 2008. With no further VRFA business to come before the Commission, Kammeyer motioned to close the VRFA Civil Service meeting. Booth seconded. The VRFA meeting came to a close. POLICE DEPARTMENT Solberg reported that we have nine entry level police candidates. currently going through the background process, and we have four lateral police candidates currently going through the background process (all at various stages). We have our January written test scheduled for the 18th with twelve candidates who have applied to take the exam. The exam will be held in the Council Chambers. Chief Kelly stated that the current Assistant Police Chief and Commander lists have been exhausted and requested the process start to establish new lists. Chief Kelly discussed some upcoming changes to the patrol cars, changing them to black and white to maximize their visibility. All patrol cars will be painted however we expect it to take approximately a year to transition all the cars to the new look. Kelly also stated that the uniforms will also be changing to dark blue with new shoulder patches. This is all part of the strategy under the problem-oriented policing model to identify core problems then utilize all available resources to solve the issue. We will be working toward identifying community response team officers, the plan is to eventually have one community response team officer for each patrol district (we currently have six districts). The community response team officer will not be responsible for solving the problems, but for coordinating all the appropriate resources to solve the issue. APPEALS Solberg reported we have received an appeal letter requesting an appeal to the Commission from entry level candidate Marcus Matusky. There was discussion about the time limit in which a candidate can appeal. Solberg stated that the letter candidates receive when rescinding conditional offers allows them ten days business days to respond. Beck also explained that the Commission can deny a hearing if the appeal fails to state specific facts or reasons for the appeal or if the facts put forward to the Commission (in the appeal letter) would not change the outcome of the decision. However it has been the practice of the Commission to grant a hearing when an appeal letter is received in a timely manner. Van Selus motioned to grant Matusky a hearing for his appeal, Booth seconded. Motion was approved and carried. Solberg will notify candidate Matusky that he can attend February's Civil Service meeting to present his appeal. ADJOURNMENT: There being no further business to come before the Commission, the meeting adjourned at 4:10 p.m. cc: Commission Members Mayor Peter B.
