CIVIL SERVICE COMMISSION MEETING
Meeting Minutes of August 14, 2007
The regularly scheduled meeting of the Civil Service Commission was held August 14tH
2007, in Resource Room #2 located on the second floor of Auburn City Hall, 25 West
Main Street, Auburn, WA. The following members were in attendance.
MEMBERS PRESENT: Dick Kammeyer, Chairman; Member; Chuck Booth, Member;
Cyril Van Selus, Member.
STAFF PRESENT: Assistant City Attorney, Joseph Beck; Sarah Borden, Civil Service
Examiner; Bob Lee,. Deputy Police Chief; VRFA Administrator, Eric Robertson; VRFA
Administrative Services Manager, Mark Horaski; William Pierson, Commander.
ACTION:
Chairman Kammeyer called the meeting to order at 3:39 p.m.
Approval of July 10th, 2007 Civil Service meeting minutes.
Minutes were accepted as written. Booth moved to accept Minutes and Van Selus
seconded.
COMMISSION
Sarah Borden presented the new Entry Level Police Officer Civil Service List which
integrated the results of the previous oral board from July 25th, 2007. Booth motioned
to accept and Van Selus seconded.
Sarah Borden presented the new Lateral Police Officer Civil Service List which
integrated the results of the previous oral board from August 6th, 2007. Booth motioned
to accept and Van Selus seconded.
A hearing was conducted with Jeffery Chinn regarding his removal from the entry level
police officer list. All witnesses were sworn in prior to the start of the hearing. The City
indicated the cumulative reasons why Jeffery Chinn was removed from the entry level
police officer list. Sarah Borden presented specific information from the background
process that led to the decision. Mr. Chinn presented his response to the reasons
given and provided additional information and explanations as to the reason for his
appeal
A hearing was conducted with Alexis Feliciano regarding his oral board score. All
witnesses were sworn in prior to the start of the hearing. The City indicated the
cumulative reasons why Alexis Feliciano .did not receive a passing score on the
pass/fail background portion of the entry level police oral board on July 25th

Sarah Borden and Commander Pierson presented specific information from the oral
board that led to the decision. Mr. Feliciano presented his response to the reasons
given and provided additional information and explanations as the reason for his
appeal
After thorough review of the facts presented by the grievant the decision remained to
remove Jeffery Chinn from the entry level police officer list.

not move Alexis Feliciano forward in the entry level police officer recruiting process.
Booth made the motion, Kammeyer seconded.
POLICE DEPARTMENT
Sarah Borden reported that we are continuing with the open application process for
entry and lateral police candidates.
ADJOURNMENT:
There being no further business to come before the Commission, the meeting
.adjourned at 4:42 p.m. Booth adjourned and Kammeyer seconded.
