Lewis, Mayor WASHINGTON 25 West Main Street * Auburn WA 98001-4998 * www.auburnwa.gov * 253-931-3000 CIVIL SERVICE COMMISSION MEETING Meeting Minutes of October 10, 2006 The regularly scheduled meeting of the Civil Service Commission was held September 12, 2006, in Resource Room #2 located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, WA. The following members were in attendance. MEMBERS PRESENT: Dick Kammeyer, Chairman; Cyril Van Selus, Member; Chuck Booth, Member STAFF PRESENT: Chief of Public Safety Jim Kelly; Joe Beck, Assistant City Attorney; Deputy Fire Chief Mike Gerber; and Gail Solberg, Civil Service Examiner VISITORS: Entry-Level Police Candidate Lance Campbell ACTION: Chairman Kammeyer called the meeting to order at 3:30 p.m. Approval of September 12, 2006 Civil Service meeting minutes. Minutes were accepted as written. COMMISSION POLICE DEPARTMENT Gail Solberg explained a new process for entry-level police recruiting with the intent to open the recruiting process continuously for entry-level police with monthly testing and oral board interviews. With the continuous process we would be establishing a new list monthly and integrate candidates into the existing list (same process as continuous testing for lateral police candidates). Solberg also reported that Civil Service Rules currently state that entry-level police candidates can apply at any open recruitment and we are proposing to change that to entry-level police candidates can apply once every six-months with continuous testing. Booth motioned to accept the entry-level continuous recruiting plan and change the Civil Service Rules to define entry-level police candidates can apply once every 6 months. Van Selus seconded the motion. The motion was accepted. Solberg reported that we have 2 lateral police candidates in the background investigation process. Solberg reported that we are in the planning process for the Sergeants test on October 26, 2006. The test will be at Grace Community Church, we have 9 outside assessors, and 8 candidates participating in the test. We are currently working on finalizing the test materials. AUBURN * MORE THAN YOU IMAGINED FIRE DEPARTMENT Deputy Chief Gerber reported that the Assistant Fire Marshal test was conducted on October 4, 2006 with 3 participants. We are currently in the 5 day review process and expect the list to be finalized and posted by October 11, 2006 at 5:00 pm. Gerber also reported that we will be hiring another firefighter and will be working with HR to initiate the background process for the top candidates on the current firefighter eligibility list. APPEALS Entry-level police candidate Josh Bickford rescinded his appeal in person to the commission; entry-level police candidate Lance Campbell presented his appeal to the commission. ADJOURNMENT: There being no further business to come before the Commission, the meeting adjourned at 3:55 p.m. cc: Commission Members Mayor Peter B.
