MINUTES
CALL TO ORDER
Chair Rich Wagner called the meeting to order at 1:30 p.m. in Council Chambers
located on the first floor of Auburn City Hall, 25 West Main Street, Auburn,
Washington. Committee members present were: Chair Rich Wagner, Vice Chair
Lynn Norman, Member Sue Singer. Also present were Human Resources
Director Brenda Heineman, Property & Facilities Manager Suzy Omegna,
Project/Construction Manager Steven Burke, Facilities Supervisor Lisa Torres,
Parks & Recreation Director Daryl Faber, Recreation Manager Brian Petty,
Recreation Special Programs and Marketing Supervisor Julie Brewer, Principal
Planner Jeff Dixon, City Engineer/Assistant PW Director Dennis Selle, Building
Division Manager Jim Tinner, Financial Planning Manager Karen Jester and
Human Resources Assistant Marilyn Beeksma.

APPROVAL OF MINUTES
A. Member Singer made a motion to approve minutes from the March 11,
2008, meeting. Vice Chair Norman seconded.
Motion carried unanimously. 3-0.
DISCUSSION
A. Sustainable Design Workshop.
Tom Bates led the committee and those in attendance in a workshop to
discuss sustainable building practices and to explain the LEED
certification process by using the United States Green Building Council
LEED Certified Scorecard. The City's approach to sustainable design for

this project is to evaluate the cost effectiveness of alternative approaches
with a bias towards utilizing green building practices. However, it will not
focus on achieving any particular LEED certification level. When all
alternatives have been evaluated, including the cost of documenting green
building practices in LEED format, the City may decide to apply for LEED
certification.
The following are some of the different design opportunities, design
strategies, that might be available for the project.
• Sustainable Sites:
Erosion Control and Sedimentation control is a prerequisite. Prepare
erosion control plans. Making sure on Construction sites we are
managing the storm water and the run off preventing erosion and
sediment laden water from getting off the site.
Alternative Transportation. Bus line and community shuttle.
Community shuttle will be on board in the next year. If encouraging
people to ride bikes, to garner this point, must add a shower and
changing facility to plans.
Parking Capacity. Fuel efficient vehicles, special designation not
necessarily hybrids. Discussed preferred parking for van pools and
car pools including shared parking lots used on an occasional basis
with other businesses.
Protect and Restore Habitat. Arborist has designated damaged and
diseased trees to be removed. Upgrade park with landscaping and
rain gardens.
Quantity Control. Peak run off must be controlled. Infiltration
considered as treatment at no additional cost.
Heat Island. Roof design, depends on roofing system.
• Water Efficiency:
Water Efficient Landscaping. Use of native and draught resistant
plants.
Water Use Reduction. This could be achieved by using water efficient
fixtures. Waterless urinals, low flow urinals and dual flush toilets.

• Energy & Atmosphere:
Optimize Energy Performance. Levels of energy efficiency increased
by using good insulation and glazing. Options are forced air heating or
heat pump conditioning system. Committee discussed advantages of
cooling the gymnasium by ventilation or air conditioning. Visits to
existing facilities will be scheduled to evaluate cooling by ventilation.
Community Center will have mechanical conditioning.
Discussed the most efficient way to heat the buildings. Geothermal
water ground source heat pumps were discussed as an option.
Committee agreed they would like to see this option.
Green Power. An option to sign a 2 year contract to buy green power
from PSE is available.
• Materials and Resources:
Storage & Collection of Recyclables. Provide a place that is dedicated
for recycling within the buildings. Incorporate into the design plan.
Recycle Content includes concrete, carpets, ceiling tiles, furniture.
Certified Wood must meet Forest Stewardship Council Certification.
Mr. Bates will research to see if maple floors qualify.
• Indoor Environmental Quality:
Increased Ventilation. Bringing more outside air into the facility. This
is not an added cost.
Construction IAQ Management Plan. Flush out and over ventilate
space with lots of fresh air which accelerates the process for out
gassing of materials before occupying the buildings.
Low Emitting Materials. Products that have low or no organic
compound contents. All sealants must be verified and documented to
receive this point. City must be comfortable with paints that meet the
green standards from a maintenance stand point. Green carpets are
readily available.
Indoor Chemical & Pollutant Source Control. Install separate exhaust
system and walls for copier room.

Lighting. Task lighting available for individual office spaces.
Conference rooms will have house lights.
Thermal Comfort. Thermal control for all shared spaces and
conference rooms. Make zones for thermal control.
• Project Totals.
Early calculations show the Silver certificate is very attainable. Mr.
Bates stated he will have a quote available in about a week.

There being no further business, the meeting adjourned at 4:30 p.m.
