HomeMy WebLinkAbout06-27-2008CITY OF .AUBURN WASHINGTON COMMUNITY CENTER COMMITTEE June 27, 2008 NOTES CALL TO ORDER Chair Rich Wagner called the meeting to order at 2:10 p.m. in Council Chambers located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. There was not a quorum of the Committee present. Chair Rich Wagner stated that this would not be considered a Community Center Committee meeting, but rather a working group meeting. He requested that notes be provided for the meeting. Present were: Chair Rich Wagner, City Engineer Dennis Selle, Transportation Planner Joe Welsh, Planner Chris Anderson, Project Construction Manager Steve Burke, Human Resources Assistant Terry Mendoza. Ron Harpel, BLRB Architects No audience members in attendance. APPROVAL OF MINUTES A. No minutes were approved finding no quorum present. DISCUSSION A. Traffic Study The Traffic Impact Analysis of the Les Gove Community Center has been completed. The study was undertaken by Transportation Consulting Northwest. They describe in the document the existing conditions without the project and future conditions with the project. The group was given a copy of the study. The first twelve pages of the study are recommendations and the remaining thirty pages are data backup. Steve Burke and Joe Welsh reviewed the topics in the study with the group which includes: 1. Project Identification, Street Inventory II. Trip Generation III. Traffic Assignment IV. PM Peak Hour Level of Service V. Mitigation Page 1 Community Center Committee Notes June 27, 2008 Following are discussion items and some of the recommendations made by the group: Under the sub-heading Project Identification in Section I. Project Identification, Street Inventory, it was noted that the intersection at 12th St SE & M St are not currently signalized. The study indicates the City may wish to consider this intersection for possible signalization due to future traffic growth on M St SE. Chair Wagner concurs with the recommendation. The study is not required as part of the SEPA review (State Environmental Protection Act) for the Community Center project but the group concurred that it is prudent to better understand the traffic activity at this intersection. • Under the sub-heading ACAP Removal in Section II. Trip Generation, there was in-depth discussion regarding ACAP and meeting the deadline for their move. They have found a new location. The question was asked what are the steps that will have to take place with respect to demolition, getting it done, etc., that will influence the committee's decision of the deadline to hold ACAP to. Ron Harpel of BLRB said they would propose to abate and demolish starting early September. In order for that to happen, they would want to have bid documents out, abatement and demolition of the YMCA structure, some of the site work and a limited amount of earth work moving to provide cleaning the site. However, there is some flexibility to allow, under certain conditions, demolition to be delayed until December. Chair Wagner suggested not making any recommendations on the deadlines on timing. It will be worked out with the architect, budget manager, Mayor or Brenda as his designee. It was recommended that under the sub-heading Neighborhood Impacts in Section V. Mitigation, that the paragraph be expanded and amended. It needs to be clearer so people can understand it. Amending it will not delay the process. It would have to me modified as part of the SEPA process. If it does not delay SEPA, it will be made part of the official document. It was suggested to include future capacity for growth when amended. • Under the sub-heading Banquets/Receptions in Section V. Mitigation, Chair Wagner said he was satisfied with leaving what is written in the document but an additional study not PM Peak related will need to be done. It was suggested waiting a month or two from now and doing. a one page addendum that consolidates everything for educating the public. Page 2 Community Center Committee Notes June 27, 2008 IV. • It was noted that in order to track credits not used for a period of time, mitigation fees are calculated as part of the traffic impact fee, and are put into CRW (City's permit tracking system).
