CALE TO ORDER
Chair Jeanne Barber called the meeting to order at 7:00 PM. Chair
Barber, Member Pete Lewis, and Councilmember-elect Stacey Brothers
were present. Others present included Mayor Charles Booth, Finance
Director Diane L. Supler, and City Clerk Danielle Daskam.
Chair Barber welcomed Councilmember-elect Stacey Brothers, who will
be sworn in to office later this evening during the Council meeting. Mr.
Brothers will be a member of the Finance Committee during the year
2000.
APPROVAL OF MINUTES
Minutes of the December 20, 1999 Finance Committee meeting.
Upon motion and second, the minutes of the December 20, 1999
Finance Committee meeting were approved.
CONSENT ITEMS
A. Vouchers
Claims

Claims check numbers 147864 through 148082 in the
amount of $771,184.92 for Period 12 and dated January 3,
2000; and a wire transfer to King County Library System
(Sequence No. 991228002227) in the amount of
$406,256.64 representing billing number 14.
Payroll

Payroll check numbers 256237 to 256462 in the amount of
$358,807.68 and electronic deposit transmissions in the
amount of $611,954.35 for a grand total of $970,762.03 for
the pay period covering December 15, 1999 to December
28, 1999.

Upon motion and second, the Committee recommended Council
approval of the consent items.
'IV. '"ORDINANCES AND"RESOLUTtONS
Ordinance No. 5335
F5.4.1
An Ordinance of the City Council of the City of Auburn,
Washington, authorizing the acceptance of a grant from U.S.
Department of Justice Office of Community Oriented Policing
Services for Grant Number 96UMWX0728 Supplement No. 1 to
hire law enforcement officers.
Finance Director Supler presented Ordinance No. 5335.
Ordinance No. 5335 authorizes the acceptance of a US
Department of Justice grant in the amount of $600,000 for
community policing. The grant represents a supplement to the
original grant which was approved in 1996. Grant funds are to be
used to fund new police positions.
Upon motion and second, the Committee recommended City
Council approval of Ordinance No. 5335.
V. DISCUSSION ITEMS

Biennial Budget
Finance Director Supler announced that she has begun preliminary
investigations for the development of a biennial budget. The cities
of Renton and Federal Way prepare biennial budgets, and the
cities of Kent and Puyallup are considering moving to a biennial
budget.
