MINUTES
CALL TO ORDER
Committee Chair Jeanne Barber called the meeting to order at 6:30 PM.
Members present included Chair Barber, Vice Chair Pete Lewis and
Member Stacey Brothers. Others present included: Mayor Charles A.
Booth, Finance Director Diane L. Supler, Assistant Finance Director
Shelley Coleman, Personnel Director Brenda Heineman, and City Clerk
Danielle Daskam.
II. APPROVAL OF MINUTES

Minutes of the April 17, 2000 Finance Committee meeting.
Motion by Vice Chair Lewis, second by Chair Barber to approve the
April 17, 2000 Finance Committee minutes as distributed.
MOTION CARRIED UNANIMOUSLY. 2-0.
III. CONSENT ITEMS
A. Vouchers
Claims

Claims check numbers 150818 through 151155 in the
amount of $930,663.46 for Period 17 and dated May 1,
2000.
Payroll
F4.9.2
Payroll check numbers 257943 to 258132 in the amount of
$339,593.49 and electronic deposit transmissions in the
amount of $626,205.98 for a grand total of $965,799.47 for
the pay period covering April 13, 2000 to April 26, 2000.
Committee members reviewed claims and payroll vouchers
and briefly discussed Claims Numbers 150976, 150905,
150955, and 151000.

IV.
In response to a question from Member Brothers regarding
the jail services agreement with the City of Enumclaw,
Personnel Director advised that the City uses the Enumclaw
jail for housing prisoners on a space available basis.
Motion by Vice Chair Lewis, second by Member Brothers to
recommend City Council approve the consent items.
MOTION CARRIED UNANIMOUSLY. 3-0.
ORDINANCES AND RESOLUTIONS

Resolution No. 3215
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a Temporary
Services Agreement between the City of Auburn and Minzel &
Associates to procure temporary staff from April 18, 2000 to April
18, 2001.
Personnel Director Heineman presented Resolution No. 3215
which authorizes a Temporary Services Agreement with Minzel &
Associates to procure temporary staff, primarily for a temporary
prosecutor. Ms. Heineman explained the prosecutor position has a
high turn over rate, and one prosecutor position is vacant at this
time due to a resignation. The contracted prosecutor would be
used only until such time as a regular prosecutor can be hired.
Motion by Vice Chair Lewis, second by Member Brothers to
recommend City Council approval of Resolution No. 3215.
MOTION CARRIED UNANIMOUSLY. 3-0.
DISCUSSION ITEMS
Hotel/Motel Tax Presentation
Finance Director Supler and Assistant Finance Director Coleman
reviewed their research on the hotel/motel tax. In 1998, legislation
was passed that would allow the City to implement a one percent
local option tax on lodging. The tax is estimated to raise
approximately $48,000 annually in new revenue, which must be
used specifically to promote tourism. Implementing the tax would

require the appointment of a Lodging Tax Advisory Committee
which would make recommendations on imposing the tax and how
the revenue would be used.
