FINANCE COMMITTEE
August 21, 2000
MINUTES
I. CALL TO ORDER
Chair Barber called the meeting to order at 6:30 PM. Members present
included: Chair Jeanne Barber, Vice Chair Pete Lewis, and Member
Stacey Brothers. Others present included: Mayor Charles Booth,
Personnel Director Brenda Heineman, Assistant Finance Director Shelley
Coleman, and City Clerk Danielle Daskam.
II. APPROVAL OF MINUTES
A. Minutes of the August 7, 2000 Finance Committee meeting.
Motion by Vice Chair Lewis, second by Member Brothers to
approve the August 7, 2000 Committee minutes as distributed.
MOTION CARRIED UNANIMOUSLY. 3-0.
III. CONSENT ITEMS
A. Vouchers
1. Claims

Claims check numbers 153691 through 154082 in the
amount of $2,565,322.22 for Period 8 and dated August 21,
2000.
The Committee members briefly discussed Claims Voucher
Nos. 153698, 153862, and 153870.
2. Payroll

Payroll check numbers 259427 to 259652 in the amount of
$542,674.64 and electronic deposit transmissions in the
amount of $661,051.05 for a grand total of $1,203,725.69 for
the pay period covering August 3, 2000 to August 15, 2000.

B. Call for Public Hearing
1. 2001 Preliminary Budget

City Council to call for a public hearing to be held on
September 5, 2000 to receive citizen comments and
suggestions for development of the 2001 Budget.
Motion by Vice Chair Lewis, second by Member Brothers to approve the
Consent Items.
MOTION CARRIED UNANIMOUSLY. 3-0.
IV. ORDINANCES AND RESOLUTIONS
There were no Ordinances or Resolutions for Committee consideration.
V. DISCUSSION ITEMS
A. Public Defense Contract
Personnel Director Heineman presented a draft public defense
service contract for discussion. As discussed at the August 7,
2000 Committee meeting, mandatory public defense screening in
Auburn Municipal Court has resulted in increased activity and
increases in assigned public defense above the maximum number
of assigned cases stipulated in the current contract. Personnel
Director Heineman negotiated the draft public defense contract with
the current public defense counsel, Tuttle McCrumb PLLC. The
contract calls for a fiat payment of $12,000 per month over the next
three years (through December 31, 2002).
A resolution approving the public defense contract will be
presented at the next Committee meeting for recommendation to
the Council.
B. 2001 Budget
Vice Chair Lewis requested a copy of the proposed 2001 Budget
materials as soon as possible.

VI. ADJOURNMENT
There being no further business to come before the Committee, the
meeting adjourned at 6:51.
