Members present included: Chair Jeanne Barber, Vice Chair Pete Lewis, and Member Stacey Brothers. Others present included: Finance Director Diane L. Supler, Budget and Finance Manager Sherri Crawford, City Attorney Michael J. Reynolds, Assistant City Attorney Judith Ausman, City Engineer Dennis Dowdy, Fleet Manager Alice Conrad, Employment Manager John Fletcher, Deputy City Clerk Cathy Richardson, and City Clerk Danielle Daskam. II. APPROVAL OF MINUTES Minutes of the September 5, 2000 Finance Committee meeting. Motion by Vice Chair Lewis, second by Member Brothers to approve the September 5, 2000 Committee minutes as distributed. MOTION CARRIED UNANIMOUSLY. 3-0. III. CONSENT ITEMS A. Vouchers Claims F4.9.5 Claims check numbers 155049 through 155419 in the amount of $2,816,389.82 for Period 9 and dated September 18, 2000; and a wire transfer to King County Library System in the amount of $25,739.45. Payroll F4.9.2 Payroll check numbers 259859 to 260053 in the amount of $520,004.49 and electronic deposit transmissions in the amount of $668,705.40 for a grand total of $1,022,256.48 for Finance Committee Minutes for September 18, 2000 Page 2 the pay period covering September 1, 2000 to September 13, 2000. Motion by Vice Chair Lewis, second by Member Brothers to approve the Consent Items. MOTION CARRIED UNANIMOUSLY. 3-0. Finance Director Supler reported that the July and August monthly payments for the public defender contract were not processed in time to be included in the September 18, 2000 claims. She asked the Committee's permission to pay the public defender before the next claims run. There was no objection from the Committee members. IV. ORDINANCES AND RESOLUTIONS There were no Ordinances or Resolutions for Committee consideration. V. DISCUSSION ITEMS 2001 Legal Budget Assistant City Attorney Ausman presented an overview of the Legal Department budget which includes Legal Administration and City Clerk. There were no significant changes in the 2001 Budget requests compared to the 2000 Budget. Committee members briefly discussed professional services and insurance. Finance Director Supler explained that the cost of the City's liability insurance is apportioned to departments according to their claims experience. 2001 Equipment Rental Budget Fleet Manager Alice Conrad presented the proposed Equipment Rental Budget for 2001. Ms. Conrad stated she anticipates approximately twenty vehicle replacements in 2001. Vehicles are usually purchased through the State Purchasing Contract, if the vehicle specifications meet the City's needs. 2001 Personnel Budget The Personnel Budget presentation was postponed until October 2, 2000. Finance Committee Minutes for September 18, 2000 Page 3 2001 Finance Department Budget Finance Director Supler presented the Finance Department proposed 2001 Budget. She noted increases in the costs for telephone and copy machine paper as the Finance Department pays for the costs of these services and supplies for all City departments. She also noted that the Finance - Building Facilities budget includes the cost of upgrading the telephone system at the senior center. VI. Computer Upgrades Finance Director Supler presented information on the computer upgrade project over the next four years. She explained that the City has 225 PC's, 75% of which are Pentium 233 PC's. The new Windows version of Eden and the new CRW permitting program require Pentium 450 PC's for optimum performance. The upgrade project provides for the upgrade of all Pentium 233 PC's within four years. 2001 Budget Finance Director Supler reported she is preparing four property tax scenarios for the Council to review and consider: 0.0% increase, 2.0% increase based on Initiative 722, 2.61% increase based on the IPD, and a 106% increase.
