FINANCE COMMITTEE
October 16, 2000
MINUTES
I. CALL TO ORDER
Chair Barber called the meeting to order at 6:30 PM. Members present
included: Chair Jeanne Barber, Vice Chair Pete Lewis, and Member
Stacey Brothers. Others present included: Finance Director Diane L.
Supler, Employment Manager John Fletcher, and City Clerk Danielle
Daskam.
II. APPROVAL OF MINUTES
A. Minutes of the October 2, 2000 Finance Committee meeting.
Motion by Vice Chair Lewis, second by Member Brothers to
approve the October 2, 2000 Committee minutes as distributed.
MOTION CARRIED UNANIMOUSLY. 3-0.
III. CONSENT ITEMS
A. Vouchers
1. Claims

Claims check numbers 155770 through 156219 in the
amount of $2,022,213.13 for Period 10 and dated October
16, 2000, and wire transfers in the amount of $99,677.10.
2. Payroll

Payroll check numbers 260326 to 260499 in the amount of
$522,639.33 and electronic deposit transmissions in the
amount of $641,250.71 for a grand total of $1,163,890.04 for
the pay period covering September 28, 2000 to October 1 O,
2000.
Committee members reviewed claims and payroll vouchers.

Motion by Vice Chair Lewis, second by Member Brothers to
approve the claims and payroll vouchers.
MOTION CARRIED UNANIMOUSLY. 3-0.
B. Call for Public Hearing
1. 2001 Budget

City Council to call for a public hearing to be held on
November 6, 2000 to receive public comment on the 2001
Preliminary Budget including revenue sources and possible
increases in property taxes.
Motion by Vice Chair Lewis, second by Member Brothers to
recommend the City Council call for a public hearing on the
2001 Budget.
MOTION CARRIED UNANIMOUSLY. 3-0.
IV. ORDINANCES AND RESOLUTIONS
A. Ordinance No. 5443

An Ordinance of the City Council of the City of Auburn,
Washington, amending Auburn Codified City Ordinance 3.04.530
relating to the petty cash and change fund for the City of Auburn
Airport Department.
Finance Director Supler presented Ordinance No. 5443. The
Ordinance changes the petty cash and change fund for the Airport
from a petty cash fund to strictly a change fund. The amount of the
fund is also increased from $50.00 to $75.00.
Motion by Vice Chair Lewis, second by Member Brothers to
recommend City Council approval of Ordinance No. 5443.
MOTION CARRIED UNANIMOUSLY. 3-0.

B. Resolution No. 3272
A3.11.2.3
A Resolution of the City Council of the City of Auburn, King County,
Washington, authorizing the Mayor and City Clerk to execute a
Service Agreement between the City of Auburn and Human
Resources Services Inc. - Northwest to process the City of
Auburn's unemployment services claims.
Employment Manager John Fletcher presented Resolution No.
3272 for Committee consideration. The Resolution authorizes the
execution of a Service Agreement with Human Resource Services
Northwest to process the City's unemployment service claims. Mr.
Fletcher explained that the City has used the same vendor for the
past several years. When the current vendor began using a fee
schedule based on total payroll, staff sought out a new vendor.
The proposed new vendor, Human Resource Services, agreed to a
flat fee rate of $2,000 for servicing the City's unemployment claims
during the year 2001. The proposed contract represents a cost
savings of approximately $3,000. Human Resource Services
currently services the cities of Kent and Puyallup.
Motion by Vice Chair Lewis, second by Member Brothers to
recommend the City Council adopt Resolution No. 3272.
MOTION CARRIED UNANIMOUSLY. 3-0.
V. DISCUSSION ITEMS
A. 2001 Budget and Budget Workshop
Committee members discussed the schedule for the Council's
budget workshop. The scheduled date of October 27, 2000 is not
convenient for some Councilmembers. The Committee members
proposed that the Committee recommend holding the budget
workshop on Thursday, November 9, 2000 from 1:00-5:00 PM.
Chair Barber will make the recommendation during the Council
meeting later this evening.

VI. ADJOURNMENT
There being no further business to come before the Committee, the
meeting adjourned at 7:09 PM.
