MINUTES
I. CALL TO ORDER
Chair Barber called the meeting to order at 6:30 PM. Members present
included: Chair Jeanne Barber, Vice 'Chair Pete Lewis, and Member
Stacey Brothers. Others present included: Finance Director Diane L.
Supler, Personnel Director Brenda Heineman, and City Clerk Danielle
Daskam.
II. APPROVAL OF MINUTES
A. Minutes of the November 20. 2000 Finance Committee meeting.
Motion by Vice Chair Lewis, second by Member Brothers to
approve the November 20, 2000 Committee minutes as distributed.
MOTION CARRIED UNANIMOUSLY. 3°0.
III. CONSENT ITEMS
A. Vouchers

Claims check numbers 157085 through 157396 in the
amount of $2,078,371.81 for Period 11 and dated December
4, 2000.
2. Payroll

Payroll check numbers 260836 to 261034 in the amount of
$408,913.23 and electronic deposit transmissions in the
amount of $709,634.93 for a grand total of $1,118,548.16 for
the pay period covering November 16, 2000 to November
30, 2000.

Motion by Vice Chair Lewis and second by Member Brothers
to approve claims and payroll vouchers.
MOTION CARRIED UNANIMOUSLY. 3-0.
IV. ORDINANCES AND RESOLUTIONS
A. Ordinance No. 5480

An Ordinance of the City of Auburn, Washington, relating to
municipal finance, reenacting Ordinance Nos. 5220, 5224, 5261,
5272, 5280, 5291, 5292, 5293, 5294, 5299, 5302, 5305, 5308,
5314, 5360, 5361, and 5369.
Finance Director Supler presented Ordinance Nos. 5480 and 5483.
Ordinance No. 5480 reenacts ordinances and their fees repealed
by Initiative 722. Ordinance No. 5483 is a companion ordinance
which reestablishes, reenacts and confirms rates and fees adjusted
in 1999, if Ordinance No. 5480 is found invalid for any reason.
Motion by Vice Chair Lewis, second by Member Brothers to
recommend Council approval of Ordinance Nos. 5480 and 5483.
MOTION CARRIED UNANIMOUSLY. 3-0.
B. Ordinance No. 5483
An Ordinance of the City of Auburn, King County, Washington, re-
enacting, approving and confirming fee and rate increases, from
date of passage in consideration of the uncertain status of Initiative
722 and its effect for the purposes of protecting the integrity of the
enterprise funds and/or utility funds, declaring an emergency
exists, setting forth the facts to substantiate the emergency
allowing for the immediate passage of this ordinance.

V. DISCUSSION ITEMS
A. Ordinance No. 5476
An Ordinance of the City Council of the City of Auburn,
Washington, amending Auburn City Code Chapter 5.44, Section
040, regarding the tax rate on bingo, raffles, punchboards, pull tabs
and amusement games.
Finance Director Supler presented Ordinance No. 5476 for
discussion. The Ordinance amends Auburn City Code Section
5.44.040 to lower the tax rate on bingo games and raffles from ten
percent to five percent to conform to RCW 9.46.110. The rate
would be retroactive to January 1, 2000. The ordinance will be
presented at the next Committee for recommendation to the full
Council.
B. Purchasing Policy/Procurement
Finance Director Supler presented a revised Purchase Policy (ACC
3.64) for discussion. The policy changes the expenditure limits and
authorization approvals, and provides new sections regarding
professional and personal services, review of capital projects in
excess of $200,000, and competitive negotiations. The ordinance
adopting the new purchasing policy will be presented at the next
Committee meeting for recommendation to the full Council.
C. Yoh and Techstaff Contracts for 2001
Personnel Director Heineman presented the proposed technical
services contracts with H.L. Yoh Company LLC and Techstaff, Inc.
for the year 2001. Ms. Heineman stated there are very few
changes in the contract from the previous year. Any rate changes
in the Yoh contract affect only those categories of personnel the
City does not hire from. The contracts will be presented at the next
regular meeting for recommendation to the full Council.
VI. ADJOURNMENT
There being no further business to come before the Committee, the
meeting adjourned at 6:55 PM.
