CALL TO ORDER Chair Jeanne Barber called the meeting to order at 6:30 PM in the Council Work Area located in the Mayor's office. Members present included: Chair Jeanne Barber, Vice Chair Pete Lewis, and Member Stacey Brothers. Others present during the meeting included: Mayor Charles Booth, Finance Director Shelley Coleman, and Deputy City Clerk Cathy Richardson. Guests present included: Bill Peloza. The meeting was tape recorded. II. APPROVAL OF MINUTES A. Minutes of the October 1, 2001 Finance Committee meeting. Vice Chair Lewis moved and Member Brothers seconded to approve the minutes as distributed. MOTION CARRIED UNANIMOUSLY. 3-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 304993 through 305386 in the amount of $1,244,393.64 dated October 9, 2001 and wire transfers in the amount of $464,984.19. 2. Payroll F4.9.2 Payroll check numbers 264892 to 265058 in the amount of $553,703.47 and electronic deposit transmissions in the amount of $739,271.84 for a grand total of $1,292,975.31 for the pay period covering September 13, 2001 to September 26, 2001. MOTION CARRIED UNANIMOUSLY. 3-0. IV. ORDINANCES AND RESOLUTIONS A. Resolution No. 3393 A4.5.2 A Resolution of the City Council of the City of Auburn, Washington, appointing an agent to receive any claim for damages filed against the City of Auburn as required by Chapter 4.96 RCW. Vice Chair Lewis moved and Member Brothers seconded to recommend Council approval of Resolution No. 3393. MOTION CARRIED UNANIMOUSLY. 3-0. B. Resolution No. 3394 F4.6,1 A Resolution of the City of Auburn, Washington, amending Resolution 3279, authorizing the Mayor and the City Clerk to execute an amendment to the Intergovernmental Disposition of Property Agreement between the City of Pacific, the City of Algona and the City of Auburn for the disposition of certain computers and associated software and authorizing the disposition or remaining property to other groups and other nonprofit charitable organizations Vice Chair Lewis moved and Member Brothers seconded to recommend Council approval of Resolution No. 3394. DISCUSSION ITEMS A. 2002 Budget Update Finance Director Coleman reported that the City should expect to see the impact of the September 11, 2001 incident regarding sales tax revenue toward the end of November, 2001. It appears that the SuperMall has not experienced as great a loss of sales as they anticipated. Vice Chair Lewis recommended that Director Coleman contact the SuperMall Manager and Mike Morrisette of the Auburn Area Chamber of Commerce for sales information. Mr. Morrisette is also the Auburn Auto Dealers Association Manager. Director Coleman stated that, although the economy has recovered to the level it was prior to September 11, 2001, economists caution that growth will continue much more slowly than during the 1990's. Director Coleman reported that the cities of Renton, Tukwila, and Burien have implemented a hiring freeze at this time. The City of Burien has no plans of replacing any positions that are vacated by current staff. The cities of Kent and Federal Way have not implemented a hiring freeze. Federal Way plans to add a net of four positions in their budget. The City of SeaTac is considering possible cuts in their Police and Fire Departments. VI.
