Member Cerino called the meeting to order at 6:35 PM in the Commons Area of Auburn Riverside High School at 501 Oravetz Road in Auburn. Members present included: Vice Chair Trish Borden, Member Gene Cerino, and Councilmember Jeanne Barber. Others present during the meeting included: Mayor Peter B. Lewis, Finance Director Shelley Coleman, Human Resources Director Brenda Heineman, City Attorney Daniel B. Heid, and City Clerk Danielle Daskam. The meeting was tape recorded. I1. APPROVAL OF MINUTES A. Minutes of the May 20, 2002 Finance Committee meeting. Vice Chair Borden moved and Councilmember Barber seconded to approve the May 20, 2002 minutes. MOTION CARRIED UNANIMOUSLY. 3-0. Ill. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims voucher numbers 311074 through 311480 (including voided voucher numbers 311151, 311293 and 311294) in the amount of $1,526,569.55 and dated June 3, 2002. 2. Payroll F4,9.2 Payroll check numbers 500171 to 500344 in the amount of ~ $289,566.79 and electronic deposit transmissions in the amount of $830,647.45 for a grand total Finance Committee Minutes for June 3, 2002 Page 2 of $!,3~5,!0S.39 $1,120,214.24 for the pay period covering May 17, 2002 to May 30, 2002. Corrections to the payroll check number were transmitted on a revised agenda. Vice Chair Borden moved and Councilmember Barber seconded to approve the consent items. MOTION CARRIED UNANIMOUSLY. 3-0. IV. ORDINANCES AND RESOLUTIONS A. Ordinance No. 5667 06.0, O7.1 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 1.25.010 and 1.25.020 of the Auburn City Code, relating to code enforcement and enforcement of civil penalties. City Attorney Heid presented Ordinance No. 5667. He explained that Ordinance No. 5667 amends Chapter 1,25 of the Auburn City Code to provide enforcement responsibilities to Title 5 as well as other code chapters not specified in the current language of the code. The ordinance also amends Chapter 1.25 relating civil penalties. The amendments would empower the code enforcement officer to act where no other official has been delegated with the responsibility for enforcing violations of specific areas of the Code. Vice Chair Borden moved and Councilmember Barber seconded to recommend Council adopt Ordinance No. 5667. MOTION CARRIED UNANIMOUSLY. 3-0. B. Resolution No. 3477 A3.12.5 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a Contract for Public Defense Services for 2003-2004 between the City and McCrumb Law Firm, PS, Attorneys at Law. Finance Commi~ee Minutes ~rJune 3,2002 Page 3 Human Resources Director Heineman presented Resolution No. 3477. Resolution No. 3477 authorizes a Public Defense Services Contract between the City and McCrumb Law Firm PS for the years 2003 and 2004. The City currently contracts with the firm of Tuttle- McCrumb, PLLC for public defender services through 2002. The firm of Tuttle-McCrumb will be dissolved on December 31, 2002 to become the firm of McCrumb Law Firm PS. There is no increase in the contract amount. Vice Chair Borden moved and Councilmember Barber seconded to recommend Council approval of Resolution No. 3477. MOTION CARRIED UNANIMOUSLY. 3-0. V. DISCUSSION ITEMS A. Leak Adiustment Policy Finance Director Coleman reported that the proposed water leak adjustment policy was discussed at the last Finance Committee meeting and the Public Works Committee meeting of May 28, 2002. She distributed copies of the proposed policy and a survey of other water leak adjustment policies for surrounding utilities. She briefly described the proposed policy. Customers requesting a leak adjustment must complete an application including a description of the leak and the date it was repaired and provide a copy of the repair bill. Upon review and confirmation of the leak and repair, adjustments will be granted for two billing cycles for single family residential, which are billed every two months, or three billing cycles for those customers billed monthly. The adjusted consumption will be based on the previous year's consumption or the average for the previous three months in the absence of a previous year's experience. The policy also provides for a means for the customer to dispute the utility's adjustment. The proposed policy will go forward to the Public Works Committee's June 10 meeting for further review. B. Status Report on Budgeted City Hall Maintenance and Repair Proiects Finance Director Coleman reviewed the Planning Department's memorandum regarding building projects budgeted in 2002. The memorandum includes a list of City Hall building repair and Finance Commi~ee Minutes ~rJune 3,2002 Page 4 maintenance projects budgeted for 2002. Planning staff is proposing delaying repairs to the City Hall plaza and waterproofing the basement until next year. Ms. Coleman noted that the 2002 budget includes $105,000 for City Hall roof replacement. However, the roof project may exceed the amount budgeted by approximately $70,000. However, staff believe that the roof replacement may resolve the basement leaks and eliminate the need to waterproof the basement. Mayor Lewis added that Planning staff members are also working to accomplish the Park Department move to the old senior center and other City Hall department moves and remodeling. Mayor Lewis advised that the move may cost more than originally planned. Finance Director Coleman reported that $400,000 will be included in the mid-year budget adjustment to accommodate all department relocations. VI.
