CALL TO ORDER Chair Fred Poe called the meeting to order at 6:30 PM in Conference Room 1 located on the first floor of Auburn City Hall, 25 West Main Street, Auburn. Members present included: Chair Fred Poe, Member Gene Cerino, and Councilmember Jeanne Barber who attended in the absence of Vice Chair Trish Borden. Others present during the meeting included: Mayor Peter B. Lewis, Finance Director Shelley Coleman, Assistant Finance Director Lee Hall, Human Resources Director Brenda Heineman, City Attorney Daniel B. Heid, and City Clerk Danielle Daskam. The meeting was tape recorded. II. APPROVAL OF MINUTES A. Minutes of the June 17, 2002 Finance Committee meeting. Member Cerino moved and Councilmember Barber seconded to approve the June 17, 2002 minutes. MOTION CARRIED UNANIMOUSLY. 3-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 311886 through 312259 in the amount of $1,388,160.86 dated July 1, 2002. 2. Payroll F4.9.2 Payroll check numbers 500582 to 500764 in the amount of $282,385.50 and electronic deposit transmissions in the amount of $830,670.90 for a grand total of $1,113,056.40 for the pay period covering June 13, 2002 to June 27, 2002. Bad Debt Write-off F4.12 City Council to authorize the write-off of utility accounts receivable bad debts in accordance with City policy in the total amount of $3,545.82. C. Surplus Property F4.6.1 1. Fire Department City Council to approve the surplus and disposal of the following property: I Mobile Radio #022-051 I Minitor Pager and Charger #022-232 1 Motorola Systems 9000 Radio #104-178 2 Largc boxes of miscellaneous radio equipment (plectrons, cell phone, mobile radios, microphones, etc.) 2. Finance City Council to authorize the surplus and disposal of items of the following described property to Washington Women's Employment and Education (VVVVEE), a non-profit organization. MOTION CARRIED UNANIMOUSLY. 3-0. IV. ORDINANCES AND RESOLUTIONS A. Ordinance No. 5665 F3.16 An Ordinance of the City Council of the City of Auburn, Washington amending Ordinance No. 5610, the 2002 Budget Ordinance, as amended by Ordinance 5639 and authorizing the Mayor to accept Schedule "A" which relates to the City of Auburn 2002 Budget for additional appropriations in various funds pursuant to RCW 35A.33.120, and setting forth findings. Member Cerino moved and Councilmember Barber seconded to approve Ordinance No. 5665. MOTION CARRIED UNANIMOUSLY. 3-0. B. ' Ordinance No. 5673 An Ordinance of the City Council of the City of Auburn, Washington, repealing the current provisions of Chapters 5.44, Gambling, 5.82, Telephone Businesses, and 5.88, Utility Services, of the Auburn City Code, re-codifying and replacing them with Finance Committee Minutes for July 1, 2002 Page 4 Chapters 3.80, Gambling, 3.84, Telephone Businesses, and 3.88, Utility Services, respectively, of the Auburn City Code. City Attorney Held commented that Ordinance No. 5673 updates the definition section relating to telephone businesses and re- codifies some chapters under a more appropriate title of the code. Member Cerino moved and Councilmember Barber seconded to recommend approval of Ordinance No. 5673. MOTION CARRIED UNANIMOUSLY. 3-0. C. Resolution No. 3472 F4.3 A Resolution of the City Council of the City of Auburn, Washington, formalizing a transient tie down fee at the Auburn Municipal Airport. Resolution No. 3472 establishes a transient tie-down fee of $5.00 per day. Member Cerino moved and Councilmember Barber seconded to approve Resolution No. 3472. MOTION CARRIED UNANIMOUSLY. 3-0. D. Resolution No. 3480 A4.7 A Resolution of the City Council of the City of Auburn, Washington approving the Administrative Policy and Procedure for use of City credit cards. Member Cerino moved and Councilmember Barber seconded to approve Resolution No. 3480. MOTION CARRIED UNANIMOUSLY. 3-0. E. Resolution No. 3490 A4,6 A Resolution of the City Council of the City of Auburn, Washington, approving the Collective Bargaining Agreement between the City and Auburn Police Guild Commander's Unit 2002-2004. Finance Committee Minutes for July 1. 2002 Page 5 Member Cerino moved and Councilmember Barber seconded to approve Resolution No. 3490. MOTION CARRIED UNANIMOUSLY. 3-0. V. DISCUSSION ITEMS A. Ordinance No. 5671 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Chapter 3.41 of the Auburn City Code relating to the City's Garbage Utility Tax. Finance Director Coleman presented Ordinance No. 5671 for discussion. The Municipal Services Committee considered the Ordinance on June 17. The purpose of the Ordinance is to apply the City's garbage utility tax to solid waste contractors in newly annexed areas and thereby apply the tax uniformly to all garbage and solid waste services in the City.
