CALL TO ORDER - 6:00 PM, CONFERENCE ROOM NO. 1 Vice Chair Trish Borden called the meeting to order at 6:13 PM in Conference Room 1 located on the first floor of Auburn City Hall, 25 West Main Street, Auburn. Members present included: Vice Chair Trish Borden, Councilmember Jeanne Barber, attending on behalf of Chair Fred Poe, and Member Gene Cerino. Others present during the meeting included: Finance Director Shelley Coleman, Human Resources Director Brenda Heineman, Assistant Finance Director Lee Hall, Mayor Peter B. Lewis, and Deputy City Clerk Cathy Richardson. Also present were Chris Keeley and Ben Moore of Freddie's Club Casino, and Virginia Haugen. APPROVAL OF MINUTES Minutes of the November 18, 2002 Finance Committee meetin,cj. Member Cerino moved and Councilmember Barber seconded to approve the November 18, 2002 Finance Committee minutes. MOTION CARRIED UNANIMOUSLY. 3-0. CONSENTITEMS A. Vouchers Claims F4.9.5 Claims check numbers 316102 through 316446 in the amount of $1,237,074.59 dated December 2, 2002. Payroll F4,9.2 Payroll check numbers 502330 to 502517 and 10001 in the amount of $355,037.34 and electronic deposit transmissions in the amount of $974,738.52 for a grand total of $1,329,775.86 for the pay period covering November 16, 2002 to November 27, 2002. Surplus Property F4.6.1 Parks and Recreation Department City Council to authorize the surplus and disposal of the following described property, which is of no further use to the City: 70 Office Partitions 16 Desks 2 Computer Desks 5 Tables 25 Office Partition Shelves 3 Book Shelves 5 Metal Cabinets 3 Vertical Filing Cabinets Finance Department City Council to authorize the surplus and disposal of the following items that have been replaced or are no longer in working order. Quantity Item 6 Computer monitors 1 Dot matdx printer 1 Laser printer, non-repairable I Modem 1 PC, non-repairable 3 Office task chairs Police Department City Council to authorize the surplus and disposal of the following equipment which is no longer in working order: Patrol radio, City ID tag 0012100407 Bad Debt Write-off F4,12 City Council to authorize the write-off of refuse account bad debts in accordance with City policy in the amount of $481.09. Ordinance No. 5702 F3.17 An Ordinance of the City Council for the City of Auburn, Washington, adopting the budget for the City of Auburn, Washington, for the year 2003. Counciimember Barber moved and Member Cerino seconded to recommend approval of Ordinance No. 5702. MOTION CARRIED UNANIMOUSLY. 3-0. Ordinance No. 5703 F6.4 An Ordinance of the City Council of the City of Auburn, Washington, amending Auburn City Code Section 3.80.060 entitled "Tax - Levy - Social Card Games" contained in Auburn City Code Chapter 3.80 entitled "Gambling Activities" to increase the tax rate on social card games as defined in RCW 9.46.0282 from twelve percent to fifteen percent effective January 1, 2003. Chris Keele¥, Gi.q Harbor, Washin.qton Mr. Keeley stated that he is the current manager for Freddie's Club. Mr. Keeley indicated that he is in the process of purchasing Freddie's Club and spoke in opposition to Ordinance No. 5703. Mr. Keeley distributed profit and loss statements for 2002 and 2003 financial projections for Freddie's Club. Mr. Keeley stressed the loss of income that Freddie's Club will experience in the event of a gambling tax increase and urged Committee Members to reconsider raising the gambling tax in the City of Auburn. Ordinance No. 5715 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, providing for amendment to the City of Auburn Fee Schedule, and amending Sections 2.09.020, 2.09.025, 2.72.330, 2.72.331, 2.78.010, 2.78.020, 3.32.010, 3.76.010, 12.56.046, 15.08.020, 15.36.010 and 15.36.020 of the Auburn City Code, and Page 3 Finance Committee Minutes December 2 200? VI. creating new Sections 15.08.045 and 15.38.045 of the Auburn City Code, relating to City fees and charges. Member Cerino moved and Councilmember Barber seconded to recommend approval of Ordinance No. 5715. MOTION CARRIED UNANIMOUSLY. 3-0. DISCUSSION ITEMS There were no discussion items.
