CALL TO ORDER
Chair Fred Poe called the meeting to order at 6:30 PM in the Council
Conference Room located on the first floor of Auburn City Hall, 25 West
Main Street, Auburn, WA. Chair Poe, Vice Chair Gene Cerino, and
Member Nancy Backus were present. Others present included Mayor
Peter B. Lewis, City Attorney Daniel B. Heid, Finance Director Shelley
Coleman, and Deputy City Clerk Cathy Richardson. Mr. Bill Peloza and
Ms. Virginia Haugen also attended the meeting.
APPROVAL OF MINUTES
A. Minutes of the July 21, 2003 Finance Committee meeting.
Vice Chair Cerino moved and Member Backus seconded to
approve the July 21, 2003 minutes.
MOTION CARRIED UNANIMOUSLY. 3-0.

Business Enterprise Center

City Council to continue partial rent payment for the
Business Enterprise Center for the period of September
2003 through August 2004 in the amount of $2,000 per
month for a total of $24,000.
Director Shelley Coleman explained that the Business
Enterprise Center is comprised of the Auburn Area Chamber
of Commerce, Green River Community College Extension
School, and the Small Business Assistance Center (SBAC).
The $2,000 lease allotment is paid directly to the landlord
and pays for that portion of the facility occupied by the
SBAC.
Committee members reviewed consent items and briefly
discussed claim number 323017.
Vice Chair Cerino moved and Member Backus seconded to
approve the consent items.
MOTION CARRIED UNANIMOUSLY. 3-0.
ORDINANCES AND RESOLUTIONS
Ordinance No. 5779

An Ordinance of the City of Auburn, Washington, creating a new
Chapter 3.94 of the Auburn City Code relating to multi-family
property tax exemption
In response to inquiries from Chair Poe, City Attorney Daniel B.
Heid explained that the proposed property tax exemption pertains
to all property taxes, including city, school, and state, and applies
only to the improvements and not the land upon which the
improvements are constructed.
Attorney Heid stated that the purpose of the statute is to enhance
residential development. The state requires that cities define
percentages for residential and commercial usage. There should
be a predominance towards residential usage for those structures
that contain mixed uses of residential and commercial.

Mayor Lewis pointed out that the property tax exemption applies
only to those newly constructed residential units that have a
minimum investment of $150,000 or more per unit.
Discussion followed regarding the extension of conditional
certificates under Section 3.94.090(A). Attorney Heid pointed out
that, most often, permit extensions are granted administratively
throughout the Auburn City Code.
Member Backus inquired regarding Section 3.94.110(A.1) relating
to the requirement for a statement of occupancy and vacancy of
the multifamily units during the previous year to be filed with the
City by the property owner.
Attorney Heid responded that the statute does not require a
minimum occupancy, but the City is required to report the
statement of occupancy and vacancy to the State.
Chair Poe recommended the following amendments to Ordinance
No. 5779:
Section 3.94.060(E) - Increase the initial application from $150 to
$1000.
Section 3.94.080(B) - Increase the amendment application fee
from $150 to $500.
Section 3.94.090(A) - Increase the extension fee from $150 to
$500.
Amend Section 3.94.100(A.1) to read as follows:
An audited statement of expenditures made with respect to each
multifamily housing unit and the total expenditures made with
respect to the entire property, including total project costs, which
statement shall be approved by the City of Auburn Finance
Director.
Vice Chair Cerino moved and Member Backus seconded to
recommend approval of Ordinance No. 5779 as amended above.

DISCUSSION ITEMS
In response to a request from Chair Poe for an update on the David Allen
Davis project, Director Coleman stated that Mr. Davis entered into the
Pre-Local Improvement District (LID) Formation Agreement prior to
receiving the building permit. Prior to receiving an occupancy permit, Mr.
Davis will execute a formal LID Formation Agreement. Staff will also
formulate terms for an agreement for parking spaces so as to have it
executed prior to issuance of an occupancy permit.
ADJOURNMENT
There being no further business to come before the Committee, the
meeting adjourned at 7:23 PM.
