CALL TO ORDER Chair Fred Poe called the meeting to order at 6:32 PM in the Council Conference Room, located in City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Chair Fred Poe, Vice Chair Gene Cerino, and Member Nancy Backus. Also present during the meeting were: Mayor Peter B. Lewis, Human Resources and Risk Management Director Brenda Heineman, City Attorney Daniel B. Heid, Finance Director Shelley Coleman, and City Clerk Danielle Daskam. Guests present included Bill Peloza, Lynn Norman, Virginia Haugen, Auburn School District Superintendent Linda Cowan, Auburn School District Associate Superintendent Michael Newman, Master Builders Association Representative Garrett Huffman, and Gary Young of Polygon. APPROVAL OF MINUTES Minutes of the October 20, 2003 Finance Committee meeting. Vice Chair Cerino moved and Member Backus seconded to approve the October 20, 2003 minutes. MOTION CARRIED UNANIMOUSLY. 3-0. CONSENT ITEMS A. Vouchers Claims F4.9.5 Claims check numbers 325339 through 325752 in the amount of $2,092,187.66 and dated November 3, 2003. Payroll F4.9.2 Payroll check numbers 506083 to 506240 in the amount of $274,369.28 and electronic deposit transmissions in the Page 1 Finance Committee Minutes November 3, 2003 IV. Vw amount of $903,032.56 for a grand total of $1,177,401.84 for the pay period covering October 16 to October 30, 2003. Committee members reviewed claims and payroll vouchers. Vice Chair Cerino moved and Member Backus seconded to approve the consent items. MOTION CARRIED UNANIMOUSLY. 3-0. ORDINANCES AND RESOLUTIONS Ordinance No. 5796 F3.18 An Ordinance of the City of Auburn, Washington, authorizing the levy of regular property taxes by the City of Auburn for collection in 2004 Finance Director Coleman presented Ordinance No. 5796 for Committee review. The ordinance sets the property tax levy for 2004 at $13,300,000, which is based on a one percent limit and an estimate of new construction. The levy rate is estimated at $2.90 per $1,000 of assessed valuation. Vice Chair Cerino moved and Member Backus seconded to recommend City Council approval of Ordinance No. 5796. MOTION CARRIED UNANIMOUSLY. 3-0. DISCUSSION ITEMS Aw Auburn School District- School Impact Fee Request Chair Poe recalled that the Finance Committee requested recommendations from the Municipal Services Committee and Planning and Community Development Committee on the School District's request for school impact fee increases. Finance Director Coleman noted that the Planning and Community Development Committee recommended increasing school impact fees to $4,000 for single-family dwellings and $1,200 per multi- family dwelling. The Municipal Services Committee recommended a phased in approach over three years as follows: January 2004 increase single family dwelling impact fee to $3,000 and multi- family dwelling to $1,200; January 2005 increase single family Page 2 Finance Committee Minutes November 3, 2003 dwelling impact fee to $4,000 and multi-family dwelling fee to remain at $1,200; and beginning January 2006 the impact fees would be equivalent to the impact fee identified in the Auburn School District Capital Facilities Plan. Vice Chair Cerino spoke in support of a phased increase for school impact fees. Superintendent Linda Cowan spoke in support of a mechanism that would not require school district representatives to annually request an increase in school impact fees. Instead, she suggested that the District's Capital Facilities Plan, submitted to the City annually for inclusion in the City's Comprehensive Plan, be the basis for school impact fees for the following year. Ms. Cowan spoke of the need for school impact fees and the growth that is taking place in the school district. She explained that school impact fees provide the funding for portable classrooms, classroom space leases, and expenses associated with preparation and planning for new facilities. Mr. Gary Young of Polygon spoke regarding Polygon's plans for construction in the Lakeland area. He explained that Polygon recently made a commitment to build 1,200 homes in the Lakeland area based on current fees. He spoke of his company's need to meet a variety of housing needs at affordable prices. Mr. Young expressed support for a phased approach for any increase in school impact fees. Mayor Lewis explained that the recommendation from the Municipal Services Committee is based on a phased approach that would ultimately link the amount of impact fees to the annual Capital Facilities Plan (CFP) presented by the School District. Associate Superintendent Newman explained that the calculation of school impact fees is based on current enrollment, enrollment projections, existing facilities, and a classroom standard established by the School Board. Impact fees will vary from district to district because of the differences in growth and in established standards. Superintendent Cowan reported there is an immediate need for two portable classrooms at Ilalko Elementary and planning and permitting for two new elementary schools. Other needs will be identified in March.
