CALL TO ORDER Chair Fred Poe called the meeting to order at 6:30 PM in the Council Conference Room located at City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Chair Fred Poe, Vice Chair Gene Cerino, and Member Nancy Backus. Also present during the meeting were: Mayor Peter B. Lewis, City Attorney Daniel B. Heid, Human Resources and Risk Management Director Brenda Heineman, Finance Director Shelley Coleman, and Deputy City Clerk Cathy Richardson. Guests present included Councilmember-elect Lynn Norman; Councilmember-elect Bill Peloza; Gary Young of Polygon Northwest; Garrett Huffman of the Master Builders Association; Auburn School Superintendent Linda Cowan; Auburn School District Associate Superintendent Michael Newman; Auburn School Board members Janice Nelson, Craig Schumaker, Ray Vefik and Ted Leonard; Ryan Anderson of Auburn Citizens' for Schools; Jeffrey Oliphant of Auburn on Main LLC; David Bucholtz of Sienna Construction; Jan Dorbritz of Dorbritz Architects; and Robert Whale from the Auburn Reporter. APPROVAL OF MINUTES Minutes of the November 3, 2003 Finance Committee meeting. Vice Chair Cerino moved and Member Backus seconded to approve the November 3, 2003 Finance Committee minutes. ORDINANCES AND RESOLUTIONS Ordinance No. 5793 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 19.02.120 of the Auburn City Code Pertaining to Auburn School District Impact Fees Auburn School Board President Craig Shumaker spoke regarding proposed school impact fees. Mr. Schumaker spoke regarding the growth that is occurring in the Auburn School District and the need Page 2 Finance Committee Minutes November 17, 2003 to add more schools to serve the increasing school population. Mr. Schumaker spoke in favor of increasing the school impact fees. Finance Director Coleman reported that the Municipal Services Committee recommended earlier this evening to increase the impact fees for single family dwelling units to $3,250 beginning January 1, 2004; to $4,500 beginning January 1, 2005; and in 2006 and years thereafter the fee would be equivalent to the impact fee contained in the School District's approved Capital Facilities Plan. Gary Young of Polygon Northwest spoke regarding their plans for construction in the Lakeland area and the impact the proposed increases in school impact fees will have on their construction. Vice Chair Cerino recommended that the Committee forward the ordinance to the full Council for further discussion. Vice Chair Cerino moved and Member Nancy Backus seconded to recommend the Council adopt Ordinance No. 5793. MOTION CARRIED UNANIMOUSLY. 3-0. Ordinance No. 5800 F3.17 An Ordinance of the City Council of the City of Auburn, Washington, amending Ordinance No. 5702, the 2003 Budget Ordinance, as amended by Ordinance No. 5738 and Ordinance No. 5762, and authorizing the Mayor to accept Schedule "A" which relates to the City of Auburn 2003 Budget for additional appropriations in various funds pursuant to RCW 35A.33.120, and setting forth findings Ordinance No. 5800 was removed from the agenda. Resolution No. 3657 A3.17 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a contract with AUBURN ON MAIN L.L.C., a Washington limited liability company for a Lease Agreement with option to purchase the premises at 340 E Main Street, Auburn, Washington, subsequent to a complete renovation of the property to include municipal court and police facilities Page 3 Finance Committee Minutes November 17, 2003 Vice Chair Cerino moved and Member Backus seconded to approved Resolution No. 3657. MOTION CARRIED UNANIMOUSLY. 3-0. DISCUSSION ITEMS Senior Swim at the Auburn Pool Member Backus reported that with King County's closure of the Auburn Pool and its subsequent acquisition by the School District, local senior citizens have lost the availability for senior swim times. Member Backus proposed that the City sponsor two hours twice a week for senior swim time at the pool until the new YMCA facility is open. The proposed swim schedule would be Tuesday and Friday from 11 AM to 1 PM. The cost is $120 per hour. Mayor Lewis spoke in support of the program, which serves a need in the community and is of short duration (until the YMCA facility is constructed). Finance Director Coleman proposed including the program in the proposed Parks and Recreation budget for 2004. It was consensus of the Committee to approve the senior swim program and include funding for senior swim time at the Auburn School District Pool in 2004. Ordinance No. 5802 A4.5.1 An Ordinance of the City Council of the City of Auburn, Washington, amending Chapter 2.06 of the Auburn City Code, titled "City Council" and approving the rules of procedure of the City council of Auburn, Washington City Attorney Held presented proposed Ordinance No. 5802. City Attorney Heid explained that the ordinance would remove several procedural rules and regulations from the city code. The intent of the ordinance is to remove those items not required to be part of the city code and to make the Council rules of procedure a more flexible document. He reported the Municipal Services Committee earlier this evening recommended changes to the ordinance related to meeting attendance, Council designated seating, and the reading of ordinance titles at Council meetings. There was brief discussion regarding the Council notification process for absence from Council meetings. Page 4 Finance Committee Minutes November 17, 2003 Vice Chair Cerino moved and Member Backus seconded to recommend Council approval of Ordinance No. 5802 with the changes recommended by the Municipal Services Committee. MOTION CARRIED UNANIMOUSLY. 3-0. Ordinance No. 5803 A4.5.1 An Ordinance of the City Council of the City of Auburn, Washington amending Sections 2.03.030, 2.33.020, 2.39.020, 2.42.040, 2.57.010, 2.69.060, 2.72.040, 2.76.030 and 2.84.030 of the City Code amending Chapter 2.30 of the City Code and creating new Sections 2.36.050 and 2.45.020 of the City Code relating to removal of members of boards and commissions City Attorney Heid presented Ordinance No. 5803 for Committee discussion. He explained that the Ordinance provides for a uniform mechanism for removal of board and commission members. City Attorney Heid reported that the Municipal Services Committee questioned whether there are any statutory provisions regarding Civil Service Commission member removal. City Attorney Heid stated that he will research the question and have an answer by the next Council meeting. Vice Chair Cerino moved and Member Backus seconded to recommend approval of Ordinance No. 5803. MOTION CARRIED UNANIMOUSLY. 3-0. Ordinance No. 5808 A4.3.1 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 2.51.020 of the Auburn City Code entitled "Councilmember's Compensation" relating to the compensation of the Mayor Pro Tem Ordinance No. 5806 was removed from the agenda.
