CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference Rom located at City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Chair Backus, Vice Chair Lynn Norman, and Member Roger Thordarson. Also present were: Mayor Peter B. Lewis, City Attorney Daniel B. Heid, Finance Director Shelley Coleman, and City Clerk Danielle Daskam. APPROVAL OF MINUTES Minutes of the February 17, 2004 Finance Committee meeting. Member Thordarson moved and Vice Chair Norman seconded to approve the February 17, 2004 minutes. MOTION CARRIED UNANIMOUSLY. 3-0. CONSENT ITEMS A. Vouchers Claims F4.9.5 Claims check numbers 328536 through 328885 amount of $1,451,827.24 and dated March 1, 2004. in the Payroll F4.9.2 Payroll check numbers 507423 to 507561 in the amount of $269,519.71 and electronic deposit transmissions in the amount of $930,999.85 for a grand total of $1,200,519.56 for the pay period covering February 12 to February 25, 2004. Finance Director Coleman requested the Committee approve voucher number 328570 pending the receipt of the appropriate documentation. Chair Backus noted the difference in the payroll amount for the period ending February 25, 2004 of $1.2 million and the payroll approved last meeting of $1.5 million. Finance Director Coleman explained that during the month of January, there are special payrolls on January 10 of each year to provide cash out of certain benefits and other special pay for police and fire. Vice Chair Norman moved and Member Thordarson seconded to approve the consent items, and approve voucher number 328570 to the Auburn Downtown Association pending the receipt of the appropriate documentation from the vendor. MOTION CARRIED UNANIMOUSLY. 3-0. ORDINANCES AND RESOLUTIONS Ordinance No. 5831 A3.6 An Ordinance of the City Council of the City of Auburn, Washington, creating a new Section 2.06.045 of the Auburn City Code, relating to City Council Committee of the Whole City Attorney Held presented Ordinance No. 5831 which was discussed at the February 17, 2004 Committee meeting. The ordinance provides for a Committee of the Whole meeting on the fifth Monday of the month to allow the Council to meet as a committee to review forthcoming issues. Vice Chair Norman moved and Member Thordarson seconded to recommend approval of Ordinance No. 5831. MOTION CARRIED UNANIMOUSLY. 3-0. B. Ordinance No. 5833 Page 2 Finance Committee Minutes March 1, 2003 F2.4.9 LID 250 An Ordinance of the City of Auburn, Washington, approving and confirming the assessments and assessment roll of Local Improvement District No. 250 for the improvement of certain parking facilities, as provided by Ordinance No. 5821, and levying and assessing a part of the cost and expense thereof against the property as shown on the assessment roll Finance Director Coleman reported that the Council will conduct a public hearing this evening on the final assessment roll for Local Improvement District (LID) 250. The City's legal counsel for the purpose of the LID, Mr. Steve DiJulio, will be present at the Council public hearing to discuss the LID process. Following the public hearing, the Council will be requested to act on Ordinance No. 5833. Finance Director Coleman briefly explained the financing for the LID. Member Thordarson moved and Vice Chair Norman seconded to recommend the Council consider Ordinance No. 5833. MOTION CARRIED UNANIMOUSLY. 3-0. DISCUSSION ITEMS A= Comprehensive Plan - Special Area Plan Funding Mayor Lewis briefed the Committee members on the request for a budget amendment to provide for funding of special area planning, specifically the special area plan in north Auburn to redevelop the site of the Valley Six Drive-in. The City's matching share of the draft and final Environmental Impact Statement and Special Area Plan is $25,000. The 2004 Budget includes $10,000 of the matching share and a budget amendment is requested for the remaining $15,000. Mayor Lewis and Finance Director Coleman explained that the funds were allocated in a previous budget, but were not carried forward to the 2004 Budget. There was no objection from the Committee, and the funds will be included in a future budget amendment ordinance. Jail Advisory Group - Proposed Cities/Yakima County Interlocal Agreement Mayor Lewis reported on the status of the interlocal agreement among several cities and Yakima County for housing of jail inmates. The City of Auburn has not yet signed the agreement and Page 3 Finance Committee Minutes March 1, 2003 VI. is waiting for the City of Seattle to enter into the agreement before the City of Auburn proceeds. The agreement provides that the City of Seattle would have the largest allocation of inmate space at the Yakima County Jail. SuperMall Police Officers Finance Director Coleman reported on the arrangement with the management of the SuperMall to provide an on-site office space for two police officers at the SuperMall station. The SuperMall would also pay $46,200 annually to the City (approximately 29% of the police officers' salaries and benefits in 2004) to offset the cost of police services. Since 1995 the City has partnered with the Mall in providing on-site police services. The Mall previously paid 50 percent of the officers' salaries and benefits and provided the office space for the officers.
