June 21, 2004
MINUTES
I. CALL TO ORDER
Chair Nancy Backus called the meeting to order at 6:30 p.m. in the
Council Conference Room located at Auburn City Hall, 25 West Main
Street, Auburn, Washington. Committee members present included Chair
Backus, Vice Chair Lynn Norman and Member Roger Thordarson. Also
present were Mayor Peter B. Lewis, City Attorney Daniel B. Heid,
Accounting Manager Craig Violante, Employee Relations and
Compensation Manager John Fletcher and City Clerk Danielle Daskam.
II. APPROVAL OF MINUTES
A. Minutes of the June 7, 2004 Finance Committee meeting.
Vice Chair Norman moved and Member Thordarson seconded to
approve the June 7, 2004 Committee minutes.
MOTION CARRIED UNANIMOUSLY. 3-0.
III. CONSENT ITEMS
A. Vouchers

Claims check numbers 331469 through 332080 in the
amount of $2,737,135.17 and dated June 21, 2004.
2. Payroll

Payroll check numbers 508495 to 508718 in the amount of
$716,723.43 and electronic deposit transmissions in the
amount of $948,629.57 for a grand total of $1 ,665,353.00 for
the pay period covering June 3, 2004 to June 16, 2004.

B. Surplus Property

City Council to authorize the surplus and disposal of the
following equipment no longer of use to the City:
1997 John Deer Tractor, Unit #6721C, Serial #LV5500E652006, License
#243480, Fixed Asset #550006721C
Committee members reviewed the consent items and briefly discussed
voucher numbeffi 331770, 331807, 331512, 331774, 331850, and
332023.
Committee members also discussed the senior utility rebate program and
requested additional information on the program. Mayor Lewis advised
that a copy of the policy would be forwarded to Committee members.
IV. ORDINANCES AND RESOLUTIONS
A. Resolution No. 3740

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute a Consulting
Services Agreement between the City of Auburn (City), and Brad
Jurkovich Consulting for a local road improvements needs
assessment
City Attorney Heid presented Resolution No. 3740. The resolution
authorizes the Mayor to negotiate a consulting services agreement
with Brad Jurkovich Consulting to perform a local roads
improvement needs assessment to assist the City Council in its
decision to put forth a bond issue for local road improvements.
Vice Chair Norman moved and Member Thordarson seconded to
recommend approval of Resolution No. 3740.
MOTION CARRIED UNANIMOUSLY. 3-0.
V. DISCUSSION ITEMS

An Ordinance of the City Council of the City of Auburn,
Washington, amending Sections 10.54.010 and 10.54.050 of the
Auburn City Code relating to motorized foot scooters
Committee members requested clarification on the need to amend
the recently enacted ordinance regulating motorized foot scooters.
City Attorney Heid explained that the current ordinance provides
that a scooter operator must have a driver's license or learner's
permit. The proposed ordinance replaces the licensing
requirement with an age limitation of 16 years. City Attorney Heid
advised that the City's licensing requirement may be seen as in
conflict with state law as the state is the licensing authority. The
proposed ordinance also amends the definition section of the
ordinance for clarification purposes.
Committee members briefly discussed enforcement of the
ordinance.
VI. ADJOURNMENT
There being no further business to come before the Committee, the
meeting adjourned at 6:58 p.m.
