FINANCE COMMITTEE
NOVEMBER 15, 2004
MINUTES
I. CALL TO ORDER
Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Jury
Room at the Auburn Justice Center located at 340 East Main Street in
Auburn. Committee members present were: Chair Nancy Backus, Vice
Chair Lynn Norman, and Member Roger Thordarson. Also present were:
Mayor Peter B. Lewis, City Attorney Daniel B. Heid, Information Services
Director Lorrie Rempher, Finance Director Shelley Coleman, and City
Clerk Danielle Daskam.
II. APPROVAL OF MINUTES
A. Minutes of the November 1, 2004 Finance Committee meeting.
Vice Chair Norman moved and Member Thordarson seconded to
approve the November 1, 2004 minutes.
MOTION CARRIED UNANIMOUSLY. 3-0.
III. CONSENT ITEMS
A. Vouchers
1. Claims

Claims check numbers 335811 through 386255 in the
amount of $2,598,052.37 and dated November 15, 2004.
2. Payroll
F4.9.2
Payroll check numbers 510279 to 510426 in the amount of
$621,965.26 and electronic deposit transmissions in the
amount of $921,152.80 for a grand total of $1 ,543,118.06 for
the pay period covering October 27, 2004 to November 10,
2004.

B. Contract Administration
1. Agreement with NetVenture
A3.16.12
City Council to grant permission to enter into an agreement
with NetVenture, Inc. to design, install and test a proof of
concept for a wireless communications network within the
City and authorize expenditures not to exceed $30,000 for
proof of concept for wireless networking.
Committee members reviewed the consent items and briefly discussed
claims vouchers 335837, 335945, 335835, 336035, 336138, 336143,
336148, 335816, 335947, 336137, and 336181.
Vice Chair Norman moved and Member Thordarson seconded to approve
the consent items.
MOTION CARRIED UNANIMOUSLY. 3-0.
IV. ORDINANCES AND RESOLUTIONS
A. Ordinance No. 5878

An Ordinance of the City Council of the City of Auburn,
Washington, authorizing the levy of regular property taxes by the
City of Auburn for collection in 2005.
Finance Director Coleman explained that Ordinance No. 5878 sets
the property tax levy for taxes to be collected in 2005 and serves to
confirm the levy lid lift approved by voters in November.
Vice Chair Norman moved and Member Thordarson seconded to
approve Ordinance No. 5878.
MOTION CARRIED UNANIMOUSLY. 3-0.
B. Resolution No. 3782

A Resolution of the City Council of the City of Auburn, Washington,
stating the City's position with respect to appropriate courses of
action in the event that the streamlined sales tax proposals are
implemented
Mayor Lewis explained that Resolution No. 3782 expresses the
Council's position regarding streamlined sales tax proposals and

possible courses of action relating to land use designation. Other
cities adversely affected by streamlined sales tax are expected to
adopt similar resolutions.
Vice Chair Norman moved and Member Thordarson seconded to
approve Resolution No. 3782.
MOTION CARRIED UNANIMOUSLY. 3-0.
V. DISCUSSION ITEMS
A. Ordinance No. 5879
An Ordinance of the City Council of the City of Auburn,
Washington, amending Sections 2.33.020, 2.36.020, 2.45.010, and
2.69.040 of the Auburn City Code, relating to terms for board and
commission members
City Attorney Heid explained that Ordinance No. 5879 brings
uniformity to the terms for members of various boards and
commissions of the City, except where the term is specified by
state law as in the case of the Civil Service Commission. The
ordinance will set board and commission members terms at three
years for appointments occurring after December 1, 2004.
VI. ADJOURNMENT
There being no further business to come before the Finance Committee,
the meeting adjourned at 6:50 p.m.
