CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall located at 25 West Main Street, Auburn, Washington. Committee members present were: Chair Backus, Vice Chair Lynn Norman, and Member Roger Thordarson. Also present were: Mayor Peter B. Lewis, Human Resources/Risk Management Director Brenda Heineman, Assistant City Attorney Joseph Beck, Finance Director Shelley Coleman, Information Services Administrator Lorrie Rempher and City Clerk Danielle Daskam. II. APPROVAL OF MINUTES A. Minutes of the May 2, 2005 Finance Committee meeting. Vice Chair Norman moved and Member Thordarson seconded to approve the May 2, 2005 Finance Committee minutes. MOTION CARRIED. 3-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9<5 Claims check numbers 341067 through 341479 in the amount of $2,092,677.26 dated May 16, 2004. 2, Payroll F4.9.2 Payroll check numbers 512182 to 512329 in the amount of $650,506.00 and electronic deposit transmissions in the amount of $974,756.49 for a grand total of $1 ,625,262.49 for the pay period covering April 28, 2005 to May 11, 2005. Page 1 Finance Committee Minutes Mav 16. 2005 Committee members reviewed the consent items and briefly discussed claims vouchers 341227, 341295, 341418, 341138,341268,341307,341435,341125,341250,341351 and 341421. Vice Chair Norman moved and Member Thordarson seconded to approve the consent items. MOTION CARRIED UNANIMOUSLY. 3-0. IV. ORDINANCES AND RESOLUTIONS There were no ordinances or resolutions for Committee review. V, DISCUSSION ITEMS A. Eden System Project Management Finance Director Coleman presented information on the selection process for new project accounting software, which is scheduled for purchase from the 2005 Budget. The Engineering and Finance Departments distributed a request for proposals earlier this year and selected two products for demonstration. Staff recommends purchasing the Eden System project management software < The software meets all of the Request for Proposal requirements and Eden System is familiar to staff as the City currently utilizes Eden System financial accounting. The cost of the software is $42,600. B. Auburn's Treatment Release Program Director Heineman presented a spring update on the City's Treatment Release Program. A total of 555 treatment releases have been completed. Of the 555 treatment releases, 318 had no new charges during the Municipal Court's remaining jurisdiction; just 82 had new Auburn convictions. Director Heineman attributed the success rate to the quality treatment center selected for the treatment release participants. Director Heineman spoke briefly regarding the in-house treatment release program provided to Auburn's defendants incarcerated in the Yakima County jail. The cost of the program became prohibitive, and a new intensive supervision treatment program was initiated to allow the individuals an opportunity to access treatment through a local outpatient provider. Page 2 Finance Committee Minutes Mav 16. 2005 Director Heineman also spoke regarding the need to provide a similar program for mental health offenders. Staff members are beginning discussions with Valley Cities Mental Health Counseling to develop a program. VI.
