MINUTES
I. CALL TO ORDER
Chair Nancy Backus called the meeting to order at 6:30 p.m. in the
Council Conference room at Auburn City Hall located at 25 West Main
Street, Auburn, Washington. Committee members present were: Chair
Backus, Vice Chair Lynn Norman, and Member Roger Thordarson. Also
present during the meeting were Mayor Peter B. Lewis, Information
Services Director Lorrie Rempher, Finance Director Shelley Coleman, City
Attorney Daniel B. Heid, Chief of Public Safety Jim Kelly, Interim Assistant
Fire Chief Stan Laatsch, and Deputy City Clerk Cathy Richardson.
II. APPROVAL OF MINUTES
A. Minutes of the May 1, 2006 Finance Committee meeting.
Vice Chair Norman moved and Member Thordarson seconded to
approve the May 1, 2006 minutes.
MOTION CARRIED UNANIMOUSLY. 3-0.
III. CONSENT ITEMS
A. Vouchers
1. Claims

Claims check numbers 351496 through 351932 in the
amount of $2,173,318.98 and dated May 15, 2006, 2006.
2. Payroll

Payroll check numbers 515908 to 516049 in the amount of
$761,717.66 and electronic deposit transmissions in the
amount of $1,083,292.11 for a grand total of $1,845,009.77
for the pay period covering April 27, 2006 to May 8, 2006.

Committee members reviewed the consent items and briefly
discussed claims vouchers 351715, 351716, 351819, and 351820.
Vice Chair Norman moved and Member Thordarson seconded to
approve the consent items.
MOTION CARRIED UNANIMOUSLY. 3-0
IV. ORDINANCES AND RESOLUTIONS
There were no ordinances or resolutions for Committee consideration.
V. DISCUSSION ITEMS
A. Quarterly Reports
Committee members complimented Director Coleman on the new
format for the quarterly reports and development of the summary
report.
Committee members briefly discussed revenue generated from
business licenses.
B. Resolution No. 4028
A resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk of the City of Auburn (City)
and Brad Jurkovich Consulting to develop a Comprehensive
Stakeholder Management Plan and other services related to the
proposed Regional Service Protection Authority
Director Coleman stated that the consulting services agreement
with Brad Jurkovich Consulting would provide public education and
the processes required for a fire authority and a possible bond
issue for a ballot measure in the fall.
C. Resolution No. 4032

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to enter into and execute an
Interlocal Agreement with King County Fire Protection District No.
37 for the purpose of providing maintenance and repair of fire
apparatus
Chief Kelly reviewed Resolution No. 4032 which approves an
agreement with the Kent Fire District to provide fire apparatus
services. The Human Resources and Finance Departments

assisted in evaluating services in an effort to be more efficient and
to provide services by certified mechanics. This is a partnership
opportunity for the cities of Auburn and Kent.
In response to questions from Vice Chair Norman, Chief Kelly
stated that apparatus will be placed on a preventative maintenance
schedule and Kent Fire District will be adding additional staff to
accommodate the increase in their workload. The facility also has
room for expansion and, in addition, staff can respond in the field if
necessary in the event of the need for emergency services. The
preventative maintenance will provide bumper to bumper service in
an effort to assure that all apparatus is operationally ready.
Director Heineman noted that Kent Fire District would prepare all
paperwork to meet regulatory requirements.
D. Resolution No. 4034

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor and City Clerk to execute an Agreement
between the City of Auburn and Emergency Services Consulting
Inc. for a Regional Fire Protection Service Authority Study
Chief Kelly reported that the City is currently considering various
contingencies to meet the growing need for possible establishment
of a Regional Fire Protection Service Authority (RFPSA). It is
necessary to engage a consultant to develop strategies and
facilitate a process to form an RFPSA. Emergency Services
Consulting Inc (ESCi) facilitated an RFPSA in Orange County,
California and also in other parts of the country.
Director Heineman pointed out that efforts between Brad Jurkovich
and ESCi will be coordinated. Director Heineman commended the
efforts of Battalion Chief Dan Bosch related to the contracts under
Resolution Nos. 4032 and 4034.
Chief Kelly stated that Battalion Chief Bosch has been assigned to
represent the Fire Department in coordinating the efforts of Brad
Jurkovich and ECSi. The time line is very compressed and
aggressive.
E. Ordinance No. 6030

amending Section 10.36.190 of the Auburn City Code relating to

oversize or commercial vehicles on residential or non-arterial
streets
City Attorney Heid reviewed Ordinance No. 6030 and the changes
made in the Municipal Services Committee with regard to attached
or unattached towing vehicles.
VI. ADJOURNMENT
There being no further business to come before the Committee, the
meeting adjourned at 6:50 p.m.
