HomeMy WebLinkAbout11-20-2006AUBURN WASHINGTON FINANCE COMMITTEE NOVEMBER 20, 2006 MINUTES CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall located at 25 West Main Street in Auburn. Committee members present were: Chair Backus, Vice Chair Lynn Norman, and Member Roger Thordarson. Also present during the meeting were Mayor Peter B. Lewis, Assistant Finance Director Shawn Hunstock, Human Resources and Risk Management Director Brenda Heineman, City Attorney Daniel B. Heid, Information Services Director Lorrie Rempher, Chief of Public Safety Jim Kelly, and City Clerk Danielle Daskam. Also present was Paul Berry of Harris & Associates. APPROVAL OF MINUTES A. Minutes of the November 6, 2006 Finance Committee meeting. Vice Chair Norman moved and Member Thordarson seconded to approve the November 6, 2006 minutes. MOTION CARRIED. 3-0. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 357104 through 357446 in the amount of $2,933,289.00 and a wire transfer in the amount of $4,064.79 and dated November 20, 2006. 2. Payroll F4.9.2 Payroll check numbers 517676 through 517804 in the amount of $705,846.59 and electronic deposit transmissions in the amount of $1,060,489.48 for a grand total of Page 1 Finance Committee Minutes November 20, 2006 $1,766,336.07 for the pay period covering November 2, 2006 to November 15, 2006. Committee members reviewed the consent items and briefly discussed claims vouchers 357122 and 357105. Vice Chair Norman moved and Member Thordarson seconded to approve the consent items. MOTION CARRIED. 3-0. IV. ORDINANCES AND RESOLUTIONS A. Ordinance No. 6062 F6.6.3, F3.21 An Ordinance of the City Council of the City of Auburn, Washington, authorizing the levy of regular property taxes by the City of Auburn for collection in 2007 A revised Ordinance No. 6062 was distributed during the meeting. Section 1 was revised by substituting the words "one hundred three percent (103%) increase" in the last sentence to "three percent (3%) increase". Vice Chair Norman moved and Member Thordarson seconded to approve Ordinance No. 6062. MOTION CARRIED UNANIMOUSLY. 3-0. B. Resolution No. 4114 A3.13.4 A Resolution of the City Council of the City of Auburn, Washington, approving the Real Estate Purchase and Sale Agreement between the City of Auburn and Darlene R. Nelson Committee members reviewed the purchase and sale agreement for the Mecca Tavern. Member Thordarson inquired regarding the status of the lease with the tenant. City Attorney Heid explained that the purchase and sale agreement is in lieu of condemnation. Additionally, earlier this year the City adopted Resolution No. 4057 relating to the City's election not to pay tenant relocation costs related to the City Hall Annex, expansion of the Downtown Town Center Plaza and improvement to the City of Auburn Downtown Parking Facilities. Page 2 Finance Committee Minutes November 20, 2006 Vice Chair Norman moved and Member Thordarson seconded to approve Resolution No. 4114. MOTION CARRIED UNANIMOUSLY. 3-0. C Resolution No. 4115 F4.6.1 A Resolution of the City Council of the City of Auburn, Washington declaring certain items of property as surplus and authorizing their disposal Committee members reviewed the surplus items. Vice Chair Norman moved and Member Thordarson seconded to approve Resolution No. 4115. MOTION CARRIED UNANIMOUSLY. 3-0. V. DISCUSSION ITEMS A Ordinance No. 6059 01.8 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 10.42.060 of the Auburn City Code relating to automated traffic enforcement Ordinance No. 6059 amends Auburn City Code to provide for photo enforcement programs for speed in school zones. Chief Kelly stated that the first photo enforcement school speed zone will be implemented on 37t" Street SE in the vicinity of Mt. Baker Middle School. The second school speed zone has yet to be determined, but may very well be on Auburn Way South in the vicinity of Chinook Elementary. Page 3 Finance Committee Minutes November 20, 2006 VI.
