CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall located at 25 West Main Street in Auburn. Committee members present were: Chair Backus, Vice Chair Lynn Norman, and Member Roger Thordarson. Also present during the meeting were Mayor Peter B. Lewis, Finance Director Shelley Coleman, City Attorney Daniel B. Heid, Financial Planning Manager Dawna Truman, Environmental Protection Manager Aaron Nix and City Clerk Danielle Daskam. Also present was Paul Berry of Harris & Associates. II. APPROVAL OF MINUTES A. Minutes of the November 20, 2006 Finance Committee meeting. Vice Chair Norman moved and Member Thordarson seconded to approve the November 20, 2006 minutes. MOTION CARRIED. 3-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 357447 through 357821 in the amount of $1,659,409.71 and a wire transfer in the amount of $4,064.79 and dated December 4, 2006. 2. Payroll F4.9.2 Page 1 Finance Committee Minutes December 4, 2006 Payroll check numbers 517805 to 517964 in the amount of $384,607.51 and electronic deposit transmissions in the amount of $1,179,527.74 for a grand total of $1,564,135.25 for the pay period covering November 16, 2006 to November 29, 2006. Committee members reviewed the consent items and briefly discussed claims vouchers 357556, 357608, 357736, 357647, and 357689. Vice Chair Norman moved and Member Thordarson seconded to approve the consent items. MOTION CARRIED. 3-0. IV. ORDINANCES AND RESOLUTIONS A. Ordinance No. 6066 F3.21 An Ordinance of the City Council of the City of Auburn, Washington, adopting the 2007-2008 Biennial Budget for the City of Auburn, Washington Finance Director Coleman presented Ordinance No. 6066. Vice Chair Norman moved and Member Thordarson seconded to recommend approval of Ordinance No. 6066. MOTION CARRIED UNANIMOUSLY. 3-0. B. Resolution No. 4117 F4.3 A Resolution of the City Council of the City of Auburn, Washington, providing for amendment to the City of Auburn Fee Schedule, to adjust for 2007 fees City Attorney Heid presented Resolution No. 4117, amending the City of Auburn Fee Schedule to reflect 2007 fees. City Attorney Heid referred the Committee members to page 19 of the fee schedule, Transportation Impact Fees for drive-in banks, where there appears to be a scrivener's error in the fee. The fee will be confirmed by staff and corrected. City Attorney Heid also noted page 4 of the fee schedule, relating to Airport fees, where some of the requested fees appear to have reverted to the level of fees two years ago. Page 2 Finance Committee Minutes December 4, 2006 Chair Backus questioned the Planning and Land Use Fees on page 2. She pointed out that some of the fees appear to be duplicated. City Attorney Heid stated he would confirm the fees with Director Davolio prior to the Council meeting. Vice Chair Norman moved and Member Thordarson seconded to recommend approval of Resolution No. 4117. MOTION CARRIED UNANIMOUSLY. 3-0. V. DISCUSSION ITEMS A. Solid Waste Rate Study Finance Director Coleman presented an overview of the solid waste rate analysis prepared November 17, 2006. The information was reviewed by the Municipal Services Committee earlier this evening. The City's solid waste contractor, Waste Management, has increased the collection fees annually, but residential customer rates have not changed since February 2005. The Fund Balance has been used to subsidize the increase in Waste Management collection fees. Finance Director Coleman also proposed embedding the City's utility tax (6%) and the State B & O tax (1.5%) into the rates. The City utility tax and the State B & O tax are taxes on gross revenues of the City. Currently the taxes are added on in the tax portion of the utility bill. The refuse tax (3.6%) will continue to be itemized as a tax. Finance Director Coleman reviewed two rate model scenarios. The Municipal Services Committee recommends rate model scenario 2, which reflects a 3.2% increase in fees, embeds the City utility tax and State B & O tax, allows commercial rates to subsidize the residential rates, and provides for self-supporting roll-off. A comparison of other local jurisdictions' solid waste rates reveals that Auburn's rates are among the lowest. An ordinance amending the solid waste rates will be presented at the next meeting for review. B. 2006 Budget Amendment Page 3 Finance Committee Minutes December 4, 2006 Committee members reviewed proposed Ordinance No. 6057 amending the 2006 Budget. C. 2007 Service Agreement Number AG-S-018 with VADIS AG-S-018 is an annual consultant agreement with VADIS for a litter control program for the year 2007. The 2007 agreement also includes a recycling pickup program. The fees for services under the proposed agreement will not exceed $97,488. D. Amendment No. 1 to Agreement for Professional Services Number AG-C-286 with Harris & Associates, Inc. Committee members reviewed Amendment No. 1 to the Agreement for Professional Services with Harris & Associates, Inc. to extend the current contract to December 31, 2007. E. Resolution No. 4118 A1.3, 04.11 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor to execute an Interlocal Agreement among the participating jurisdictions within the Green/Duwamish and Central Puget Sound Watershed Resource Inventory Area (WRIA 9) Resolution No. 4118 authorizes the Mayor to execute an Interlocal Agreement among the participating jurisdictions within the Green/Duwamish and Central Puget Sound Watershed Resources Inventory Area for a term extending up to nine years. VI.
