CALL TO ORDER Vice Chair Roger Thordarson called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall located at 25 West Main Street in Auburn. Committee members present were: Vice Chair Thordarson and Mayor Pro Tem Sue Singer. Member Cerino arrived at 6:33 p.m. Chair Nancy Backus was excused. Also present during the meeting were Mayor Peter B. Lewis, Finance Director Shelley Coleman, Human Resources and Risk Management Director Brenda Heineman, Risk Manager Rob Roscoe, Employee Relations and Compensation Manager John Fletcher, City Attorney Daniel B. Heid, Information Services Director Lorrie Rempher, and Deputy City Clerk Cathy Richardson. Also present was Paul Berry of Harris & Associates. II. APPROVAL OF MINUTES A. Minutes of the March 5, 2007 Finance Committee meeting. Mayor Pro Tem Singer moved and Vice Chair Thordarson seconded to approve the March 5, 2007 minutes. MOTION CARRIED. 2-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 360508 through 360889 in the amount of $2,365,352.61 and a wire transfer in the amount of $508,254.82 and dated March 19, 2007. 2. Payroll F4.9.2 Page 1 Finance Committee Minutes March 19, 2007 Payroll check numbers 518873 to 518980 in the amount of $593,967.81 and electronic deposit transmissions in the amount of $944,258.11 for a grand total of $1,538,225.92 for the pay period covering March 1, 2007 to March 14, 2007. Committee members reviewed the consent items and briefly discussed claims voucher numbers 360684 and 360714. Vice Chair Thordarson moved and Mayor Pro Tem Singer seconded to approve the consent items. MOTION CARRIED. 2-0. IV. ORDINANCES AND RESOLUTIONS A. Ordinance No. 6086 F3.21 An Ordinance of the City Council of the City of Auburn, Washington, amending Ordinance No. 6066, the 2007-2008 Biennial Budget ordinance and authorizing amendment to the City of Auburn 2007-2008 Biennial Budget as set forth in Schedule "A" (Member Cerino arrived at 6:33 p.m. during discussion of Ordinance No. 6086.) Finance Director Coleman referred Committee Members to pages 3, 5, and 7 of Schedule A of Ordinance No. 6086 as distributed in the agenda modification. Director Coleman briefly reviewed changes including those related to fire mitigation fees for the Valley Regional Fire Authority (VRFA) and also additional expenditures in the Sewer Fund due to the addition of a Maintenance Worker II position. Mayor Pro Tem Singer moved and Member Cerino seconded to recommend approval of Ordinance No. 6086. MOTION CARRIED. 3-0. In an effort to respond to questions regarding revenues and expenditures related to the Red Flex Photo Enforcement Program, Mayor Pro Tem Singer requested that staff prepare a quarterly report for the program. B. Resolution No. 4162 Page 2 Finance Committee Minutes March 19, 2007 A2.1.2 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an agreement with Springbrook .Software, Inc for the purpose of purchasing software for an online payment service Committee members briefly discussed Resolution No. 4162. Mayor Pro Tem Singer moved and Member Cerino seconded to recommend approval of Resolution No. 4162. MOTION CARRIED. 3-0. V. DISCUSSION ITEMS A. ACAP Lease Agreement Director Heineman reported that the ACAP Lease renews automatically for a one year period and converts to a month to month basis with a ninety day written notice. B. Finance Department Project Number C327A0 04.4.7 PR C327A0 City Council approve Change Orders No. 1 and No. 2 in the amount of $454,395.00 for Contract 06-21 with Briere & Associates for work on the Auburn Golf Course Clubhouse, Project No. C327A0 Committee members briefly reviewed contract administration for the Auburn Golf Course Clubhouse project. C. Animal Control Director Heineman reported that, at the request of the Municipal Services Committee, she obtained updated information from King County Animal Control regarding services provided to the City of Auburn relating to animal control. King County originally indicated that they would be discontinuing animal control services, but have since hired a new manager. The new manager offered to contract with the City of Auburn enhanced animal control service. Such services, for an hourly fee, include the opportunity to hire an animal control officer to work specifically for the City of Auburn. The officer would be stationed in Auburn and would work under the supervision of the Police Department. The City would determine the hours and days to be worked. The sheltering costs are built in to the hourly rate for contracted services for enhanced animal Page 3 Finance Committee Minutes March 19, 2007 control. The City would also be able to rent an animal control vehicle from King County. The City would require that all areas located within Auburn city limits be covered under any contracted services. Director Heineman referred Committee members to a chart comparing costs for in-house and contracted services. Member Cerino pointed out that a contract for enhanced animal control services would not eliminate those services currently provided to the City of Auburn by King County Animal Control, but would provide additional services and more timely responses to animal control needs. VI.
