MINUTES
1. CALL TO ORDER
Chair Nancy Backus called the meeting to order at 6:30 p.m. in the
Council Conference Room at Auburn City Hall, located at 25 West Main
Street in Auburn. Chair Backus and Member Norman were present. Vice
Chair Peloza was excused. Present during the meeting were Mayor Peter
B. Lewis, Assistant City Attorney Steven Gross, Finance Director Shelley
Coleman, Human Reso u rces/P rope rty and Risk Management Director
Brenda Heineman, Chief of Police Jim Kelly, Transportation Planner Joe
Welsh and City Clerk Danielle Daskam.
II. APPROVAL OF MINUTES
A. Minutes of the April 6, 2009 Finance Committee meeting.
Member Norman moved to approve the April 6, 2009 minutes.
Chair Backus concurred.

III. CONSENT ITEMS
A. Vouchers

amount of $3,137,104.29 and dated April 20, 2009.

Payroll check numbers 526207 to 526312 in the amount of
$871,983.29 and electronic deposit transmissions in the
amount of $1,208,647.09 for a grand total of $2,080,630.38
for the pay period covering April 2, 2009 to April 15, 2009.

Committee members reviewed the consent items.
Member Norman moved to approve the consent items. Chair
Backus concurred. •

IV. ORDINANCES AND RESOLUTIONS
A. Ordinances
There was no ordinance for Committee consideration.
B. Resolutions
1. Resolution No. 4465

A Resolution of the City Council of the City of Auburn,
Washington, approving and adopting an Identity Theft
Prevention Program
Finance Director Coleman presented Resolution No. 4465.
Resolution No. 4465 authorizes the Mayor to adopt an
identify theft protection program as required by the Fair and
Accurate Credit Transactions Act of 2003. Member Norman
noted the documentation and training requirements of the
program.
Member Norman moved to forward Resolution No. 4465 to
the full Council. Chair Backus concurred.
MOTION CARRIED. 2-0.
V. DISCUSSION ITEMS
A. Ordinance No. 6234
An Ordinance of the City Council of the City'of Auburn, Washington
amending Chapter 9.54 of the Auburn City Code relating to
malicious mischief and graffiti violations
• Committee members reviewed Ordinance No. 6234.
The ordinance provides for an exception to some of the graffiti laws
for community services workers and provides for rewards for
identification and apprehension for those responsible for graffiti.

B. Ordinance No. 6237
An Ordinance of the City Council of the City of Auburn,
Washington, amending Section 6 of Ordinance No. 6211 adopted
on November 17, 2008, relating to parking in residential zones
Ordinance No. 6237 was added to the agenda.
Transportation Planner Welsh explained that Ordinance No. 6237
amends Ordinance No. 6211 which temporarily allows parking on
planting strips in residential zones while the City investigates a
permanent solution to the parking issues. The ordinance extends
the sunset date of Ordinance No. 6211 to August 31, 2009.
C. Utility Bill Web Payments
Finance Director Coleman presented a handout on the City's new
online utility bill payment program that will be introduced in May.
Customers are able to receive their bills electronically and can lump
multiple accounts under one user account.
On a related note, Finance Director Coleman reported that the
Public Works Committee wishes to review the cost and
effectiveness of the current monthly utility billing program.
VI. ADJOURNMENT
There being no further business to come before the Committee, the
meeting adjourned at 6:47 p.m.
