CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall, located at 25 West Main Street in Auburn. Chair Backus and Vice Chair Peloza were present. Member Norman was excused. Present during the meeting were Mayor Peter B. Lewis, City Attorney Daniel B. Heid, Assistant Finance Director Maggie Coleman, Chief of Police Jim Kelly, Assistant Police Chief Larry Miller, Public Works Director Dennis Dowdy, and City Clerk Danielle Daskam. II. APPROVAL OF MINUTES A. Minutes of the April 20, 2009 Finance Committee meeting. Vice Chair Peloza moved to approve the April 20, 2009 minutes. Chair Backus concurred. MOTION CARRIED. 2-0 IIL CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 384812 through 385212 in the amount of $2,083,466.84 and dated May 4, 2009. 2. Payroll F4.9.2 Payroll check numbers 526313 to 526422 in the amount of $356,871.25 and electronic deposit transmissions in the amount of $1,193,398.98 for a grand total of $1,550,270.23 for the pay period covering April 16, 2009 to April 29, 2009. Vice Chair Peloza moved to approve the consent items. Chair Backus concurred. MOTION CARRIED. 2-0. IV. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 6236 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 13.06.511 of the Auburn City Code relating to water utility service fees Mayor Lewis explained that Ordinance No. 6236 amends Section 13.06.511 of the City Code to reduce the amount of the second offense delinquent shut-off fee from $95 to $25. Vice Chair Peloza moved to forward Ordinance No. 6236 to the full Council. Chair Backus concurred. MOTION CARRIED. 2-0. B. Resolutions 1. Resolution No. 4482 A3.17, 02.7 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute Addendum No. 1 to the Lease Agreement for use of City owned property befinreen the City of Auburn and the Valley Regional Fire Authority Resolution No. 4482 authorizes Addendum No. 1 to the Lease Agreement with the Valley Regional Fire Authority to add a new section to the lease regarding capital improvements. Resolution No. 4478 - A1.3 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an Interlocal Agreement with King County for the purpose of providing road services Public Works Director powdy explained that Resolution No. 4478 authorizes a contract for the citywide striping and pavement marking improvements for the year. The contract is not to exceed $150,000. B. Ordinance No. 6238 04.9 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 13.32.030 of the Auburn City Code relating to undergrounding utilities Ordinance No. 6238 was removed from the Council agenda this evening. C. Resolution No. 4480 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Auburn City Council to accept federal grant funds from the Department of Energy, under the American Recovery and Reinvestment Act Resolution No. 4480 was removed from the agenda. D. Police Department Agreement A3.16.8 City Council authorize the Mayor and City Clerk to execute an agreement with AOT Public Safety for tracking and billing services related to false alarms in the City of Auburn. Chief of Police Kelly requested Committee approval of a contract with AOT Public Safety for tracking and bill services related to the Page 3 Finance Committee Minutes Mav 4, 2009 new false alarm ordinance. The company'is operating in finrenty- finro states including Washington State. The cities of Spokane and Vancouver utilize AOT Public Safety for administration of their false alarm regulations. There was brief discussion regarding security measures and reverse engineering. The contract will appear on the City Council's consent agenda later this evening. E. General Good (of the Order) Chair Backus spoke about an 81 year old gentleman in her neighborhood who walks the streets routinely to pick up litter and garbage for the betterment of the neighborhood. Chair Backus made contact with the gentleman this morning, Mr. Bob Kushke, to thank him for his efforts. VI.
