CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference room at Auburn City Hall located at 25 West Main Street, Auburn, Washington. Committee members present were: Chair Backus, Vice Chair Lynn Norman, and Member Roger Thordarson. Also present during the meeting were Mayor Peter B. Lewis, Information Services Director Lorrie Rempher, Finance Director Shelley Coleman, City Attorney Daniel B. Heid, Chief of Public Safety Jim Kelly, Deputy Fire Chief Mike Gerber, Planner Bill Mandeville, and Deputy City Clerk Cathy Richardson. II. APPROVAL OF MINUTES A. Minutes of the April 3, 2006 Finance Committee meeting. Vice Chair Norman moved and Member Thordarson seconded to approve the April 3, 2006 minutes. MOTION CARRIED UNANIMOUSLY. 3-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 350682 through 351103 in the amount of $2,715,588.17 and dated April 17, 2006. 2. Payroll F4.9.2 Payroll check numbers 515628 to 515767 in the amount of $716,077.76 and electronic deposit transmissions in the amount of $1,026,440.52 for a grand total of $1,742,518.28 Page 1 Finance Committee Minutes April 17. 2006 for the pay period covering March 30, 2006 to April 12, 2006. Committee members reviewed the consent items and briefly discussed claims vouchers 341019, 350761, 350972, 351057, 351058, and 351059. Vice Chair Norman moved and Member Thordarson seconded to approve the consent items. MOTION CARRIED UNANIMOUSLY. 3-0 IV. ORDINANCES AND RESOLUTIONS A. Resolution No. 4014 F4.6.1 A Resolution of the City Council of the City of Auburn, Washington, declaring certain items of property as surplus and authorizing their disposal Vice Chair Norman moved and Member Thordarson seconded to recommend approval of Resolution No. 4014. MOTION CARRIED UNANIMOUSLY. 3-0 v. DISCUSSION ITEMS A. Ordinance No. 6003 An Ordinance of the City Council of the City of Auburn, Washington, creating a new Chapter 3.02 of the Auburn City Code and thereby establishing a biennial budget process effective January 1, 2007 Finance Director Coleman briefly reviewed the biennial budget process. The goal of establishing a biennial budget is to provide a document that is easier to read, better organized, and easily updated. A biennial budget will also reduce costs and staff time related to budget preparation. Page 2 Finance Committee Minutes April 17. 2006 B. Resolution No. 4012 A Resolution of the City Council of the City of Auburn, Washington, accepting the supplemental information application form to be required by the City of Auburn for year 2007 and year 2008 human services grant application funding requests Planner Bill Mandeville briefly reviewed the grant application funding requests and requested Committee support of Resolution No. 4012. C. Resolution No. 4013 F5.2 A Resolution of the City Council of the City of Auburn, Washington, authorizing the acceptance of grant funds from the Department of Homeland Security in an amount not less than Two Thousand Five Hundred Dollars ($2,500.00), and authorizing the Mayor and City Clerk to execute the necessary documents to accept said funds Deputy Fire Chief Mike Gerber reviewed the services related to the Fire Stoppers Program. The fire-setting intervention program is completely funded through the grant from the Department of Homeland Security. VI.
