CALL TO ORDER Vice Chair Roger Thordarson called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall located at 25 West Main Street in Auburn. Committee Members present were: Vice Chair Thordarson and Member Gene Cerino. Chair Backus arrived at 6:35 p.m. Also present during the meeting were Mayor Peter B. Lewis, City Attorney Daniel B. Heid, Finance Director Shelley Coleman, and Deputy City Clerk Cathy Richardson. Also present was Paul Berry of Harris & Associates. II. APPROVAL OF MINUTES A. Minutes of the May 21, 2007 Finance Committee meeting. Member Cerino moved and Vice Chair Thordarson seconded to approve the May 21, 2007 minutes. MOTION CARRIED. 2-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 362817 through 363271 in the amount of $2,302,944.28 and dated June 4, 2007. 2. Payroll F4.9.2 Payroll check numbers 519617 to 519752 in the amount of $287,842.73 and electronic deposit transmissions in the amount of $985,567.78 for a grand total. of $1,273,410.51 for the pay period covering May 17, 2007 to May 31, 2007. Ordinance No. 6098 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 13.06.280, 13.06.300 and 13.06.511 of the Auburn City Code relating to water fees and the collection of water charges Director Coleman briefly reviewed proposed changes to Auburn City Code related to monthly billing and a shortened penalty phase for water, sewer, solid waste and stormwater utilities. Member Cerino moved and Vice Chair Thordarson seconded to recommend approval of Ordinance No. 6098. MOTION CARRIED. 2-0. B. Ordinance No. 6099 F4.3 An Ordinance of the City Council of ~ the City of Auburn, Washington, amending Section 13.20.390 of the Auburn City Code relating to the collection of sewer charges Member Cerino moved and Vice Chair Thordarson seconded to recommend approval of Ordinance No. 6099. MOTION CARRIED. 2-0. C. Ordinance No. 6100 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 8.08.210 of the Auburn City Code relating to collection of solid waste charges Member Cerino moved and Vice Chair Thordarson seconded to recommend approval of Ordinance No. 6100. Ordinance No. 6101 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 13.48.120 of the Auburn City Code relating to collection of stormwater charges Member Cerino moved and Vice Chair Thordarson seconded to recommend approval of Ordinance No. 6101. MOTION CARRIED. 2-0. Chair Backus arrived at this time. E. Resolution No. 4192 F4.6.1 A Resolution of the City Council of the City of Auburn, Washington declaring certain items of property as surplus and authorizing their disposal Committee members briefly discussed Resolution No. 4192. Vice Chair Thordarson moved and Member Cerino seconded to recommend approval of Resolution No. 4192. MOTION CARRIED. 3-0. F. Resolution No. 4197 A Resolution of the City Council of the City of Auburn, Washington, stating the City Council's support for Proposition One on the August 21, 2007 ballot which, if approved, would annex the Lea Hill Annexation Area into the City of Auburn Vice Chair Thordarson moved and Member Cerino seconded to recommend approval of Resolution No. 4197. MOTION CARRIED. 3-0. G. Resolution No. 4198 A Resolution of the City Council of the City of Auburn, Washington, stating the City Council's support for Proposition One on the August 21, 2007 ballot which, if approved, would annex the West Hill Annexation Area into the City of Auburn Page 3 Finance Committee Minutes June 4, 2007 Vice Chair Thordarson moved and Member Cerino seconded to recommend approval of Resolution No. 4198. MOTION CARRIED. 3-0. V. DISCUSSION ITEMS A. Taxiway Alterations and Improvements, Auburn Municipal Airport -Agreement for Consulting Services Number AG-C-303 Director Coleman reported that, after reviewing requests for proposals related to the Auburn Municipal Airport taxiway alterations and improvements, staff recommends selection of the firm of Reid Middleton as consultant. The consultant will provide design services in 2007 with construction of the project scheduled to begin in 2008. According to federal regulations, the City is required to provide a third party to review the proposed scope of work and related costs of the project. The Federal Aviation Authority has approved the contract as to form. Director Coleman stated that staff proposes presenting the agreement for consideration by Council on June 18, 2007. B. Consultant Agreement Number AG-C-327-A A3.16.5, 04.4.7 C327A0 City Council grant permission to enter into Amendment #2 to Consultant Agreement No. AG-C-327-A with David A. Clark Architects, PLLC for Architectural and Engineering Services for Project No. C327A0, Auburn Golf Course Clubhouse Consultant Paul Berry explained that the contract with David A. Clark Architects, PLLC for Project No. C327A0 was originally written to exclude the design and construction of the restaurant and tenant improvements, which was to be performed by the selected concessionaire. Negotiations with the Golf Course Clubhouse concessionaire resulted in conditions that call for the City of Auburn to design and perform a substantial portion of the construction for those tenant improvements. Amendment #2 provides for the fee and scope of services adjustments to enable David A. Clark Architects, PLLC to design the concession and restaurant portion of the Clubhouse.
