The meeting of the Auburn Hearing Examiner was held on April 18, 2000 at 7:00 p.m. in the Council
Chambers of the Auburn City Hall. Those in attendance were as follows: ~ ~,.." ,.

Ms. VanDerbeek called the meeting to order at 7:00 p.m. explaining the order of procedures and swore in
staff and those in the audience intending on testi~ing.
PUBLIC HEARINGS:
1. APPLICATION NO. SHR0001-99
The request of City of Auburn Parks and Recreation Department for a shoreline management
permit to allow the reconfiguration of seven holes in order to improve drainage; importation of
2,000 cubic yards of screened sand, installation of 4,200 lineal feet of eight foot wide asphalt cart
paths. The project will also include a balanced cut and fill of 4,500 cubic yards.
Assistant Planning Director Rued requested that the Hearing Examiner prepare an Order to
Continue this case to the May 16, 2000 meeting. Hearing Examiner then opened the public
hearing and continued it to the May 16'h meeting.
2. APPLICATION NO. CUP00-0001
Hearing Examiner opened the public hearing.
Assistant Planning Director Rued presented the staff report.- Eric Hamilton and Donald Wilde
have requested a conditional use permit to allow a single family home to be converted to a duplex
located at 415 1st Street NE. This is a commercial zone that allows multi-family uses. The duplex
is appropriate and staff recommends approval with no conditions.
The applicant and applicant's representative were not present.
Linda Giles, 327 1st Street NE, expressed concerns about limited parking on the street. Because
this is a commercial zone, they get bank people and beauty college parking on their street. There
is no parking in front of the house and this use will have at least four vehicles requiring additional
parking that will be on the street. She is concerned about this house that was started without any
City approvals and was red tagged. This shows that the residents are undesireable. The curb on
D and Ist is the only corner in downtown that does not have wheelchair access at the curb.
Hearing Examiner reviewed the site plan which shows four parking spaces for the two bedroom
units. She asked Assistant Planning Director Rued to respond to the parking issues. Assistant
Planning Director Rued confirmed there will be four new parking spaces in the rear yard access
off the alley and paved with four new spaces to meet the parking requirement. The Code requires
the alley to be paved to the nearest street. The City is well aware that this project started without
any permits.
Hearing Examiner closed the public hearing. Hearing Examiner will issue the written decision
within 10 days.

3. APPLICATION NO. REZ0007-99
Hearing Examiner opened the public hearing.
Assistant Planning Director Rued presented the staff report. The City of Auburn Public Works--
Department has requested a rezone of a parcel located on the north side of 21st Street SE
between A and F Street SE from R-4, Multi-Family, to P1, Public Use. The City purchaed the
property to alleviate storm drainage issues. Staff recommends approval with three conditions.
Peter Gates, Project Engineer, Public Works Department, is available to do a presentation and
has architectural drawings.
Pr°Ject Engineer Gates showed a schematic and explained that the area has had chronic flooding
problems. The City Storm Drainage Comprehensive Plan was completed two years ago and
recommended completion of a significant infligtration pond. The site is one of the last pieces of
undeveloped property in the area. The City purchased the property for its use as a storm
retention facility. He provided information on the design of the pond and explained the pond's
function.
Hearing Examiner wondered if there would actually be standing water in the pond or will the water
infill into the ground. Project Engineer Gates replied that certain storms will have standing water.
There will be a six foot high fence around the pond with a 7-10 foot wide landscape buffer.
Hearing Examiner wanted to confirm that the pond will alleviate flooding in the area. Project
Engineer Gates replied yes. Hearing Examiner asked if a landscape (Jr fencing plan was
available, and what the fence looks like. Project Engineer Gates replied that the plans were about
75 percent design complete. The fence will be wire coated black fencing.
There was no public testimony; therefore, the public hearing was closed. The Hearing Examiner
will issue the written decision within 10 days.
ADJOURNMENT:
With no further items to come before the Hearing. Examiner, the meeting was adjourned at 7:20 p.m.
