HomeMy WebLinkAbout07-18-2000HEARING EXAMINER MINUTES The meeting of the Auburn Hearing Examiner was held on July 18, 2000 at 7:00 p.m. in the Council Chambers of the Auburn City Hall. Those in attendance were as follows: HEARING EXAMINER: Diane L. VanDerbeek STAFF: Lynn Rued and Carolyn Brown Ms. VanDerbeek called the meeting to order at 7:20 p.m. explaining the order of procedures and swore in staff and those in the audience intending on testifying. PUBLIC HEARINGS: 1. APPLICATION NO. SHR00-0001 The request of King County, for a Shoreline Management Permit to upgrade the existing sanitary sewer pump station facility located within Roegner Park on Oravetz Way. Assistant Planning Director Rued presented the staff report. Stated the original building was constructed early 1980's by a private developer to serve Lakland Hills Developement, and was dedicated to the City and then King County Metro became in charge of wastewater. King County plans to upgrade the facility for the purpose to eliminate sewer over flow, corrosion and odors. Building will include a back-up generator. The building is located in the existing Roegner City park and adjacent to Riverside High SChool. Staffwants the building and fencing to be consistent with the school and the park. Staff recommends approval of the permit, with one condition, that the Auburn Parks Director and Planning Director to review plan as to landscaping and exterior facade. Heating Examiner asked for staff person with King County for proposal on the fencing. Stan Hummel with KC Wastewater Division spoke and displayed drawing of the proposed pump station. Constructed on site with most of the facility above ground with emergency generator added, and odor control room. Included fencing in the project fbr prevention of unauthorized enttry into the area. There will be chemicals stored on-site. They have tried to pay attention to exterior of the building to make facility harmonious with the surrouding environment. A horse trail currently exists by the site and will be temporarily displaced and then resored. Hearing Examiner asked about the pump and if the generator is for when the the power goes out. Mr. Hummel responded yes and there is a 600 gallon diesel tank on site. Heating Examiner asked if the fence is chain link and how high? PAGE 1 HEARING EXAMINER MINUTES Mr. Hummel stated the fence is 6 feet high and chain link coated with a black vinyl which should keep everyone out. They are also trying to select shrubs to inhibit accessing the fence and also to enhance the building. Heating Examiner asked if the building is unmanned? Mr. Hummel replied yes with one or two operator visits per week There was no public testimony and the public hearing was closed. Hearing Examiner indicated that the written decision will be issued within 10 days. APPLICATION NO. VAR00~0002 The request of Residential Resource Services for a variance to allow an existing building to be rebuilt and to encroach into the front and street side yard setbacks. Their property is located at 602 West Main. Assitant Planning Director Rued gave staff report, Subject bldg was essentially destryoed by fire a few months ago. The cost to rebuild is in excess of 50% of the Value of the building. Building has to be rebuilt in accordance with the current building requirements. The existing building is built to the street. Property zoned as C- 1 now requires a 20 foot setback from Main Street and 15 feet from the side street. Considering that the building has some historical significance for the community, that the north side and the east side walls are worth keeping.. A variance is needed to allow the rebuild. Staff is recommending approval with no conditions. Heating Examiner asked what was originally in the building. Mostly office space according to Assistant Planning Director Rued. Alan Keimig, Keimig and Associates Architects, representing the owners spoke and displayed a drawing. The insurance company is requiring that the building be rebuilt to its current size. Also purchased land to west, which was the building where the fire was started. Also, felt the two existing walls were worth saving. Will rebuld other walls to match and will reorient the building to be west facing. This will result in a Class A office space and fill it will be a good addition to the neighborhood. There was no public testimony and the public heating was closed. Hearing Examiner indicated that the written decision will be issued within 10 days.
