The meeting of the Auburn Hearing Examiner was held on February 20, 2002 at 7:00 p.m. in the Council Chambers
of the Auburn City Hall. Those in attendance were as follows:

Ms. VanDerbeek called the meeting to order at 7:00 p.m. explaining the order of procedures and swore in staffand
those in the audience intending on testifying.
PUBLIC HEARINGS: ~
APPLICATION NO. PLT00-0004, PUD00-0001 and SHR00-0004
Request of CamWest Development for a preliminary plat and planned unit development of 118 single
family detached on 20.92 acres. Request also for a shorelines substantial development permit to allow the
development ora stormwater infiltration pond and park space. The subject site is located in the 3200-3300
block of "I" Street NE (if extended).
Hearing Examiner continued the public hearing on these matters to the March 19, 2002 meeting. Assistant
Planning Director Rued confirmed that issues have been resolved and the hearing can now be scheduled.
The folloWing projects are proposed by Wayne Jones and are located at 100th Avenue SE and Green River Road SE:
Hearing Examiner combined the public hearing on these five applications into one public hearing.

Request for a variance to allow the rear yard setbacks to be reduced by five feet on the lots 1 through 10
proposed for the preliminary plat

Request for a variance to allow the orientation of the setbacks for lot 10 of the proposed preliminary plat to
be modified
Assistant Planning Director Rued presented the staff reports and showed an aerial overhead and pointed out
the site. He explained the difference of the two zoning classifications. The plat will be a gated
neighborhood and has an easement issue related to the well. He explained the two variance requests. He
described orientation lot 10. He explained the shorelines management request. Staff is recommending
approval of all applications.
Hearing Examiner inquired why the rear yard variance for lot 10 is needed. Assistant Planning Director
Rued commented that the extra setback allows for a larger home with increased lot depth. The lot is next
to the golf course so the setback variance will not have an impact. Assistant Planning Director Rued
pointed out the improvements to 100t~ Avenue and placement of the turnaround and gate.
Eric Meirrelu, DBM Engineers, agrees with the staffreport. Regarding the well, there is an agreement in
place between the homeowner and developer. They intend to provide ranch style homes. In order to have
nice house size the setback needed to be reduced. The gate will have optical sensor for emergency access
and remote entry for residents. There should not be any waiting time for cars.

Hearing Examiner asked Mr. Meirrelu about their target population. Mr. Meirrelu said project is
retirement type of community and anticipates that some residents will leave in the winter. The project
should also appeal to golfers.
Roberta Marta, Project Engineer with DBM Engineers, was present but did not speak.
Nancy Cunningham, 30515 100t~ Avenue SE, commented that she uses the well. The neighbor sold
property to the applicant, but the well is a community well. She received verbal understanding that they
will be provided water and she wants to make sure this happens. She has not had any contact with the
developer and has nothing in writing about the well. She is uncomfortable about the agreer0ent and wants
to see. something in writing. 100t~ Avenue is a busy road and she requested speed bump to [~e installed to
make sure traffic stays slow. This should discourage people from using the turnaround. She wanted
information on value of the homes. She asked about significant trees being saved. She is concerned about
what kind of people are in the area.
Assistant Planning Director Rued referred to the private well and said there is Condition 5 on the plat that
addresses well protection easement issues. The City does not prefer speed bumps and does not foresee
traffic division making an exception. Two large maple trees will be retained.
Mr. Meirrelu stressed that the 18 lots will not increase traffic much. Their intent is to go for retirement
home market. They will sell houses to anyone interested, and this may include families. Prices of homes
are based on market conditions and should be in the moderate range. People using the turnaround will
continue to do so. In response to question from Mrs. Cunningham, he explained how the underground
infiltration pipe will work.
Hearing Examiner closed the public hearing. The written decision will be issued within 10 days.

With no further items to come before the Hearing Examiner, the meeting was adjourned at 7:35 p.m.
