HomeMy WebLinkAbout03-22-2005 · y ÂtJ:HUftN ~>,,~~ ~~" WASHINGTON HEARING EXAMINER MINUTES MARCH 22, 2005 The regular meeting of the Auburn Hearing Examiner was held on March 22, 2005 at 7:00 p.m. in the Council Chambers of the Auburn City Hall. Those in attendance were as follows: HEARING EXAMINER: Ted Hunter, Driscoll-Hunter STAFF: Steve Pilcher, Development Services Coordinator and Patricia Zook, Department Secretary Mr. Hunter called the meeting to order at 7:00 p.m. explaining the order of procedures and swore in staff and those in the audience intending on testifying. PUBLIC HEARING: 1. APPLICATION NO. CUP05-0001 The request of Lois Dye, property owner, for a conditional use permit to allow a drive-through espresso (BigFoot Java) to be located in the C-1, Light Commercial district. The property is located at 802 14th Street NE. The Hearing Examiner opened the public hearing. In response to Hearing Examiner's questions, Mr. Pilcher expiained how the proposal is consistent with the Comprehensive Plan goals, policies and objectives. Mr. Pilcher remarked that this site has been occupied and used previously as a drive-up hamburger restaurant and then as a small restaurant. The site has an unique configuration and is surrounded by 14'h Street NE, i Street NE and Harvey Road. The small size of the site limits its suitability for a wide variety of uses and the abutting streets will allow for autos to enter and exit the site with limited impact on adjacent properties, The proposal meets all Zoning Code standards regarding setbacks, building height, parking, queuing space pedestrian accessibility and landscaping. Staff felt the proposal was not contrary to the Comprehensive Plan goais and objectives. In response to Hearing Examiner's inquiries, Mr. Pilcher provided details related to development of the five conditions which he reviewed. Mike Bailey, LDH architects, and representative for the applicant, said that staff did great a job on the project because between the zoning and Comprehensive Plan, it is a balancing act. He is confident that the project will be a success. In response to Hearing Examiner's inquiry, Mr. Bailey pointed out the building's footprint, canopy overhang, access and walkway. Mr. Bailey anticipates there will be a good number of walk-up customers because of the adjacent Walgreens and medical building. Lois Dye, property owner, was present, but did not speak. Hearing Examiner complimented Mr. Bailey on the site plan and closed the public hearing. Hearing Examiner indicated that he will recommend approval to the City Council and the written decision will be issued within 10 days.
