CALL TO ORDER The February 17, 2009 meeting was called to order at 4:09 p.m. in the Councii Conference Room located at Auburn City Hall, 25 West Main Street, Auburn, WA. Committee Members present: Chair Suzanne Limric, Barbara Derda, Virginia Lloyd, Gary Masterjohn, Michael Harbin, Tony Ladner and JoAnne Walters Not in attendance: Marian Thomas Staff present: Human Services Principal Planner Michael Hursh and Community Services Project Assistant Guests present were: Lois Maier, Executive Director of Dynamic Family Services II. APPROVAL OF MINUTES Discussion/corrections: Gary Masterjohn was not present at the January 13th meeting as documented in the minutes; his name will be removed. Committee Member Walters moved to accept the January 13, 2009 minutes with above correction; Member Derda seconded. The January 13, 2009 minutes were approved. III AGENDA A. Announcements - 1) Howard Hanson Dam - not functioning correctly. Locally and regionally issues are being addressed. It affects Auburn, Kent, Rent and Tukwila. Auburn is taking the community outreach very seriously and has actively been getting info. Out to the community. Michael Hursh is involved in recovery in conjunction with planning. Human Services is involved in a big way. 2) Planning for CDBG is currently underway for next year's funding; there have been creative uses explored this year. Block Grant money is meant to be used for economic development. King County takes 15% of State funds; Auburn, Bellevue and Seattle were able to be removed from King County's list so they have their own direct entitlement to funds from the State which allows these municipalities to do more in their communities. These monies are used for worthwhile uses. 3) Reappointments: congratulations to Tony Ladner and Mike Harbon, they are confirmed for another three year term. Congratulations to Barbra Derda and Susan Limric who were reappointed as of 2008 for an additional three-year term. 4) Further clarification about Mayor's comments losing funds. The State funds that trickle down to the County that are being cut put extra responsibilities on the Municipalities. B. Neighborhood Stabilization Funds - Auburn was #17 on the list to receive Neighborhood Stabilization Funds; only the top 16 municipalities were given direct monies. City of Auburn wrote a letter asking to be included as a part of King County's funding; it was agreed, but, in the end there will only be a slight impact for Auburn residents. It is possible only a couple families will receive help with their homes and they may or may not be located inside the city limits. C. Dynamic Family Services - Lois Maier, Executive Director of Dynamic Family Services presented a film to the Human Services Committee and answered questions. It was clarified that Children's Therapy is a program under Dynamic Family Services umbrella. The Center is located on Kent East Hill. Children are referred by a Doctor or a Public Health Nurse to participate in the program. Dynamic Family Services contracts with the Auburn School District. They have 75 staff members on staff and have served over 1,700 children last year. They recreantly opened a satellite office in the Tacoma area. The agency explained with the local State budget cuts the agency will be loosing between $300,0004500,000. They are hoping to be creative in generating more funds to replace the loss. Currently clients pay for services through insurance companies, Medicare and DSHS; no clients are denied services, the agency will work with the families to ensure the children receive services. The different programs Dynamic Family Services offered are: - Children's Therapy Center (CTC) - Dynamic Orthotic Systems (DOS) - SPIO (Stabilizing Pressure Input Orthosis) - South King Early Intervention Program (SKIP) D. South End Area Regional Coalition for Housing (SEARCH) - Human Services Manager Michael Hursh and ACAP Board Member Greg Wood have been making presentations to surrounding Cities to promote SEARCH and get their buy in. The City Council of Algona has already passed to join the coalition. City of Pacific was set to vote the week they got flooded, the vote has been postponed. Cities of Enumclaw and Federal Way are on the list to have presentations in the near future. If all the Cities agree to be a part of SEARCH there would be five Cities joined as a coalition asking the State for funding to provide emergency housing. E. CDBG - Michael Hursh explained because Auburn has a direct entitlement to funds they are allowed to have a seat at the funding decision table. CDBG funds are directly tied to Housing, Downtown redevelopment and long-range development. IV. ADDITIONAL TOPICS • Items to cover at the next Human Services Committee meeting on March 10th include: o The Human Services Packet o Application process for Committee Membership o Sarah Miller will talk about Citizen Corp, flooding and COAD V. NEXT MEETING The next meeting is scheduled on March 10, 2009 at 4:00 p.m. in Room 3. VI.
