The meeting was called to order at 6:00 PM by Chair Sue Singer
Members present: Chair Sue Singer, Vice Chair Rich Wagner, Councilmember Trish
Borden, Mayor Chuck Booth, Chief Bob Johnson, Chief Jim Kelly, Finance Director
Diane. Supler, Planning Dir. Paul Krauss, and Secretary Jeanne Herold
II: CONSENT:
Ordinance No. 5335:
Diane Supler asked for approval Of Ordinance No. 5335. An Ordinance of the City
Council of the City of Auburn, Washington, authorizing the acceptance of a grant from
the U.S. Department of Justice Office of Community Oriented Policing Services for
Grant Number 96UMWX0728 Supplement No. 1 to hire law enforcement officers.
Diane Supler explained that in 1996 Auburn received a grant for $300,000 and in 1997 an
application was submitted for another $600,000 which would have been for an additional
eight police officers but at that time didn't need it. After Council recommended the
hiring of two additional officers, a phone call was made and asked if Auburn could still
take delivexT of the grant that was never accepted, and they agreed. This Ordinance is to
formally accept the grant that goes back to 1997 that can now be used to offset the costs
associated with the two new police officers coming on board.
This grant is for new positions, and when the City went above their minimum threshold
then it was possible to start using the grant. At any time that the City starts hiring above
74 officers which is the quota, then Diane Supler can take that individual to be applied
against the grant. Discussion ensued regarding the count. Currently the count is at 71
and after 74, the grant can start being used. Diane Supler further explained that the City
is just one (1) down from the authorized level and agreed to have an actual count
available for the next meeting.
Rich Wagner asked for a specific definition of Community Oriented Policing. Chief
Kelly explained that it's the pmgrem that the Auburn Police Department develops with
thc community. It's a philosophy or strategy, not necessarily a definition.

5335.. Councilmember Trish Borden seconded thc motion. Chair Sue Singer concurred.

Ordinance No. 5332:
Diane Supler asked for approval of Ordinance No. 5332. An Ordinance of thc City
Council of the CiW of Auburn, King County, Washington, authorizing the acceptance of
grant funds fi:om funding under the Local Law Enforcement Block Grants (LLEBG)
Program which grant has been approved by the Bureau of Justice Assistance Office of
Justice Programs, U.S. Deptuhnent of Justice in the amount of forty eight thousand eight
hundred seventy-five dollars ($48,875.00) for the purpose of reducing crime and
improving public safety as described in the statute; providing for a local cash match in the
'amount of five thousand four hundred thirty-nine dollars ($5,439.00); continuing the
Local Law Enforcement Block Grants Trust Fund and approving the appropriation and
expenditure of the grant funds.
Diane Supler explained that this is the City of Auburn's fourth grant fi:om the Local Law
Enforcement Block Grant. This money is used for overtime in the Community Oriented
Policing Program. This has been a very successful program. It allows the Police
Department to spend extra time out in the community doing more one on one interfacing
with such programs as "Block Watches", the "Women's Firearms Class", "Run-as-Fast-
as-You-Can Programs", and the "Citizens Academy.
Vice Chairman Rich Wagner made a motion to recommend approval of Ordinance No.
5332. Councilmember Trish Borden seconded the motion. Chair Sue Singer concurred.
III. INFORMATION/DISCUSSION:
Chair Sue Singer asked for updates and highlights on various issues that the Municipal
Services Committee is involved with for the newly appointed members.
Jail Renovation Update:'
Chief Kelly explained that some renovations are taking place in the jail and currently
there is some wall repair and replacement being done. There are some lighting fixtures
that need to be replaced, some plumbing leakage problems that need to be repaired and
are in the process of doing that. There were also some minor electrical problems, which
required some replacement of some wiring. It's been quite a long process to get things
organized and actually get the contractors in to do the work. There is one cell that is
currently unable to be used but will be again once repairs are completed. Councilmember
Borden asked for a tour of the jail. Chief Kelly agreed.
Chief Kelly also explained that the security cameras are being updated and hopefully will
be completed within the first quarter of 2000. Chief Kelly explained that the repairs are
being done as the result of an OSHA inspection. There were some electrical concerns
that have been addressed but there were no mandates. The things that are being done are
mainly security issues. The lighting fixtures are very old and subject to inmate damage
and are all being replaced with recessed lighting. A false ceiling is going to be installed
and actually expose the plumbing so that when there is a leak it will be accessible and
able to be repaired.

Airport Storm Water Retention Update:
Paul Krauss explained that about four to six years ago there was significant storm
drainage pmblems off of 30~ Slzeet. There was standing water and it was going north
into indnstfial buildings causing flooding. Much of the water wasn't coming from the
airport, but was actually flowing through the airport. The City embarked on a series of
projects to address that. One of which was to put in a new pump station and take the
water over to the Green River which has been very effective. The other was to provide
more storage. The Airport had land that couldn't be used so consequently a package was
put together and a series of shallow basins on either end of the nmway are being
constructed. These ponds are shallow and they're netted with a plastic fabric so that birds
won't nest in them. The construction of the ponds started about three months ago and are
being built in stages.
Airport Access Road Update:
Paul Krauss explained that this is 23 acres of land that was acquired from Dwight Garrett
about five years ago before that area was developed, and it's being held in reserve for
future use. When the property was given to the City, Mr. Garrett reserved an access
easement out to B Street. As the Auburn Corporate Center, was putting up the last
building, it was noticed that they were putting it up over the easement. They had
neglected to locate it. Before a Certificate of Occupancy could be released, an agreement
was negotiated with their attorney's. The City of Auburn cooperated with them allowing
them to open but within two years will need it. As an alternative, a joint access
agreement with the Fisher Company developing the property immediately to the south to
install a driveway that benefits all three parties was discussed, but so far the parties
haven't cooperated with each other to get this combined driveway installed. One way or
the other the City's rights are protected.
Paul Krauss egplained that there are 7.5 ha0. ger buildings that are nearing 30 years old
and though most of the hangers 'are open on the sides, the roofs leak very badly.
Everything has been done to patch them. The Council has encouraged staff to undertake
significant fixes. Metal roof structures and all kinds of alternatives which turned out to
· be very expensive were looked at and ultimately came up with an architect who has the
methodology that uses a mat material that works quite well and makes a permanent seal.
Last year fund'mg was available for the repairs on two of the roofs. The Council has
staged increases in rent, which hadn't been raised in five years because of the problem. A
10% increase was imposed with the understanding that further increases wouldn't happen
until more roof projects could be done.
Originally the hanger construction project was designed to provide enough funds to do
two more buildings and as it turned out, the City received such a good bid price on them
that they were able to do two and a half buildings. One of which includes the enclosed
hangers where TAS Enterprises is based. That's Alan Tumidge's Aircrafic
Retail/Wholesale business and his office is regularly flooded. Paul related that he was

pleased to report that there was a new roof over his office before christmas. There are
about 130-140 people on the waiting list and Mr. Krauss related that 39 out of the 40 new
hangers that are now actively under construction, are pre-leased and two people wanting
the last one. All of the storage rooms are also leased. Occupancy is expected by May 1~t.
Chair Singer asked Bob Johnson to provide a copy of the Fire Station Location Study for
the new Committee members. Paul Krauss agreed to provide that.
