HomeMy WebLinkAbout02-20-2001CITY CLERK, DANI DASKAM MUNICIPAL SERVICES COMMITTEE MEETING FEBRUARY 20, 2001 PRESENT: Rich Wagner, City Council; Fred Poe, Chairperson; Trish Borden, City Council; Sharon Conroy, Solid Waste; Will Lathrop, Police; Bob Johnson, Fire; Jim Kelly, Police; Dick Deal, Parks; Mayor Booth Minutes of the meeting were tape recorded and are available for review for 1 year from the date of the meeting. Call to Order Chairperson Fred Poe called the meeting to order at 5:00 PM. The committee agreed to add "Approval of the Minutes" to the agenda, beginning with the March 5, 2001 meeting. Chairperson Poe asked that the February 5 minutes be corrected to show there was nO action on the Information and Discussion item concerning the airport hangars. The minutes were approved as corrected. Consent & Agenda: Surplus Property from the Fire Department: Moved, seconded, passed. Resolution 3326: Moved, seconded and passed. Resolution 3327 (Modification): Moved, seconded and passed. Resolution 3310: Moved, seconded and passed. A Council Workshop concerning Solid Waste Disposal will be scheduled for the second week of March. Information/Discussion AT & T Broadband It was determined that AT & T proceeded in a timely manner when increasing their fees. AT & T At Home Franchise Fees Litigation is in progress that would declare home service internet a service and not cable TV. Presently, the franchise is valid, AT & T should be collecting fees and the city should collect the benefits. Municipal Services Meeting 'February 20, 2001 Page 1 Review of Ordinance 4065 The Interlocal agreement with King County was reviewed. The committee members expressed interest in a leash law and how it would be enforced. At this time Auburn Police respond to vicious dog calls but King County handles any investigation. The committee expressed their concerns: lack of a leash law, who should enforce and the cost of these actions. More research will be done. Auto/External Defibrillator Demonstration Cmdr. Lathrop, Police, gave a brief demonstration of a de-fib unit. They have increased the survival rate of heart attack victims in Las Vegas casinos from 50 - 80%. All the patrol cars have been equipped with these units. Less Lethal Force Option Demonstration Cmdr. Lathrop displayed a taser gun and explained the meaning of "less lethal force." Every officer must go through training. A short video of officer's physical reactions to the taser gun was reviewed. Ordinance No. 5492 and 5493 Chief Kelly, Police, clarified the 2 ordinances concerning parking laws and fines associated with them The rewritten ordinances were approved and they will appear on the March 5 Council agenda for approval. Chain Parking Chief Kelly, Police reviewed Renton and Puyallup's ordinances pertaining to chain parking. The committee asked for a draft ordinance similar to Renton's be created with a definition of "block." Discussion will continue. Correspondence from Paul Kraus.s concerning Hanger Land Lease was distributed in his absence at his request. Chairman Poe will meet with Mr. Krauss to discuss the contents of the correspondence. Adjournment Chairperson Poe adjourned the meeting at 6:15 PM. Next meeting will be Monday, March 5, 2001, at 5:00 PM in Meeting Room 3.
