PRESENT: Mayor Chuck Booth; Councilpersons Borden, Poe, and Wagner; City of
Auburn Staff: Jim Kelly, Police; Russ Vandver, Fire; John Anderson, Airport; Dennis
Dowdy, Engineering; Citizens Bill Peloza and Dave Ondik
Minutes of the meeting were tape recorded and are available for review for one (1) year
from the date of the meeting.
Call to Order
Fred Poe, Chairperson, called the meeting to order at 5:00 PM.
Approval of Minutes
The minutes of the previous meeting were approved as written.
Consent and Agenda
Ordinance 5548: FAA Grant Increase: John Anderson spoke to this issue and
recommended approval of the grant offer ($4,758.00) for installation of additional
security fencing. Matching share from airport is $549.90). Moved to pass, seconded,
and approved.
Resolution XXXX: Revised Interagency Lease Agreement with King County for
Housing Paramedic Unit at North Fire Station: This item was pulled and should be
available at the next regular meeting.
Information/Discussion
9th Court Decision on Qwest Relocation Cost: City Engineer Dennis Dowdy briefed
the committee on' the 9th Circuit Court decision and how it affects the relationship with
Qwest Communications.
Leash Law: Jim Kelly re-presented documentation on this issue and asked the
committee for direction on how to proceed. After looking at examples from Bellevue,
Federal Way, and King County, it was decided that the Bellevue ordinance most closely
matches what the committee has in mind. Chief Kelly will present this to Legal and ask
them to draft an ordinance. The draft will be presented at an upcoming meeting.

Bulletproof Vest Partnership Program: The police department has been awarded
$3,648 through the Department of Justice's Bulletproof Vest Program, a 50% match for
money the department spent this year. There was a brief discussion on how vests that
have been replaced are recycled to other law enforcement agencies.
Pursuit Immobilization Technique: Jim Kelly showed a video which illustrated how
this technique works and answered questions raised on the safety of the procedure.
Memo from Al Hicks on Parking Garage at Transit Station: Mr. Hicks will be asked
to come to the next regular meeting to provide further information.
Delayed Bid Opening for Solid Waste: There will be a special meeting called so that
the delay in bid presentation can be discussed. The meeting will be held at 6:15 PM
Tuesday, May 29th. Location to be announced.
In-Car Video Systems: Jim Kelly related that both our City Attorney and the city's
insurance provider (WCIA) support this issue.
Gun Lock Box: Jim Kelly brought one of the gun safety boxes that will be provided to
officers to the meeting.
Adjournment
Chairperson Fred Poe adjourned the meeting at 5:40 PM.
Next regular meeting is Monday, June 4, 2001, at 5:00 PM in Meeting Room 3. Special
meeting on solid waste bids will be May 29, 2001 at 6:15 PM.
